Hancock held no doubt about it. In the 1800s, technological development had not reached the point where rapid development of infrastructure could be pursued without wasting a lot of money. On top of that, as long as Amazon Lily stays under the influence of Portuguese society, it will never be truly independent.
That's why after gathering her own loyal subordinates, she started spreading her influence to the root level of Amazon Lily. She was not exactly looking for a full blown rebellion. She just wanted to plant the idea of freedom in the minds of people. While she officially didn't abolish slavery, she took many active steps to turn slaves into paid workers and improve their quality of life.
Most importantly she slowly but surely started changing the lives of the people of Amazon Lily on a cultural level. She introduced normal English and encouraged people to use it instead of Portuguese.
Of course all of these rapid changes did not escape the notice of Portugal. But António, being a loyal dog, did not take any action. In fact he helped her a lot in it.
At that moment Hancock was well aware that she was playing a long and risky game. So she never trusted a man with her work. Every single person, men or women, who worked for her, worked as a loyal dog.
By late 1806, the results of Hancock's efforts started showing on the ground level of Amazon Lily. Whether it was a small village or a big town, every single human settlement held a school for basic education. In the fertile lands, instead of growing just sugar, people were growing rice, lentils and vegetables. Poultry and dairy farms had also gone up in number. There was a proper industry for fishery in the coastal region. While there was no development in infrastructure, people have started changing culturally. Amazonian English was adopted and the official language as people in urban areas started actively learning it. Along with the basic lifestyle the most significant and noteworthy change was in the natural clothing of people. After getting inspired from their princess, people started wearing loose, easy to move, revealing clothes as a fashion at first. Slowly it was spreading towards the rural areas.
In January 1807, Hancock started the official recruitment of the Amazonian defense forces. It had mainly two parts. The Army and the Marine. This time she not only relied on Portugal but also on America and Europe to gather weapons and resources for her defense forces.
Initially not many people were willing to volunteer. But after some political campaigns, by the end of 1807, she had gathered around 10000 members for the Army and 4000 members for the Marine.
Around this time she also established the first independent judiciary system and prison system. Well calling it a prison system would be wrong. Instead of locking up people and spending the state funds, she decided to treat them as unpaid workers…. In crude terms, slaves.
In 1809 July 3rd, the official constitution of Amazon Lily was created, before its freedom. In the constitution, Hancock made herself the sole supreme ruler of the country until her death.
She had gained a significant amount of popularity among the common people along with the upper class of Amazon Lily and Brazil. Compared to their neighbour Brazil, Amazon Lily had turned significantly different and more prosperous on ground level. So she didn't face any political backlash for it.
She also made significant changes in many rules in the constitution. First and most importantly, she made a clear rule for freedom of religion. While the majority of the people followed Christianity, it wasn't as extreme as Europe. So, she made it clear that if someone doesn't want to follow any religion, they could do that. But she also made clear that any type of violence in the name of religion will not be tolerated.
In the official constitution, she also made things like public nudity legal all over the country while public sex was legal in some specific places. The main reason behind it was obvious. Along with bringing cultural changes it will help increase the population significantly. Of course she had also started rubber plantations. So in the future she could introduce sexual health with condoms and control the population from increasing too much.
Due to her influence, the tradition of marriage had already changed significantly.
So Hancock had made sure to add some rules to help couples who want to fuck but doesn't want to take care of the results. For children who are produced in such a method, the country, Amazon Lily itself will be considered as their parents. The state will take care of their upbringing. But both the parents will have to pay a certain amount of money as child support every year.
While many people held their doubts about such a rule, Hancock was confident that it was necessary to rapidly increase the population. Because at the moment Amazon Lilly had only around 500,000 people scattered across the country. By the year 1830, she was aiming to bring that number to at least 5 million.
Finally, on 1810 January 23rd, Portugal officially declared Amazon Lily as an independent country. And on February 5th, the official constitution of Amazon Lily was established along with the parliament and the round table.
And with that, Hancock achieved her very first goal of having her own country in the Marvel world. She knew that she had a lot of work to do in the future. But for the time being, she decided to relax a little.
