Chapter 22 - Chapter 22: The Lagos Citadel

The private jet banked steeply over the Atlantic, the coastline of Lagos appearing through the haze like a jagged crown of concrete and glass. Tobi stood by the window, his reflection ghostly against the clouds. The silver circuits on his skin were humming, a low-frequency vibration that resonated with the jet's engines.

[System Notification: Entering Lagos Airspace.]

[Hive Mind Status: 100% Operational.]

"The blackout didn't reach here," Ama said, looking up from her monitors. "Silas's drone strike in Accra was a surgical move, but Lagos is too big for him to snuff out so easily. The EFCC is still processing Director Okon, and the Ministry is in a total power vacuum. Tobi, the city is wide open."

"It's not open," Tobi said, his eyes scanning the sprawling metropolis below. "It's hungry. And I'm the only one with the harvest."

[New Quest: 'Foundation Stone'.]

[Objective: Establish the 'Lagos Citadel' The first physical fortress of the System.]

[Requirement: Acquire the abandoned 'Vulture Tower' on Victoria Island.]

The Vulture Tower. It was a thirty-story skeleton of steel and glass, abandoned five years ago when the Syndicate's legal front collapsed. It sat on the most expensive piece of land in Nigeria, a monument to failed corruption. Now, it was going to be the heart of the Hive.

As they landed at the private terminal, a motorcade of twenty Apex riders was already waiting. They didn't have sirens, but the synchronized roar of their engines was louder than any police escort. Tobi stepped onto the tarmac, and for the first time, he didn't hide his face. He wanted Silas to see him. He wanted the Consortium to know he was home.

"To Victoria Island," Tobi commanded.

The drive was a demonstration of absolute control. Through the 'Shadow Ledger', Tobi could see the traffic patterns three miles ahead. He adjusted the traffic lights in real-time using his Level 25 authority, carving a "Green Corridor" through the infamous Lagos gridlock. The SUV moved through the city like a hot knife through butter.

When they arrived at the Vulture Tower, a group of armed private security guards hired by the Syndicate's remnants stood in front of the rusted gates.

"This is private property!" the head guard shouted, leveling a shotgun. "Turn around or we open fire!"

Tobi didn't stop walking. He didn't even look at the man.

[Skill Activation: 'Monarch's Presence' Level 3.]

A wave of crushing authority radiated from Tobi. It wasn't physical force, but a psychological weight that made the guards' knees buckle. Their hands shook, their weapons suddenly feeling like lead weights. One by one, they dropped to their knees, gasping for air as if the very oxygen had been sucked out of the yard.

"The lease was signed ten minutes ago," Tobi said, walking past them as the gates groaned open. "I don't just own the building. I own the land, the air above it, and the data flowing through its walls."

Inside, the tower was a cavernous shell, but Tobi saw the potential.

"Ama, start the deployment," Tobi said. "I want the server farm in the basement and the Hive uplink on the roof. By sunset, this building needs to be a fortress."

[Citadel Construction Initiated.]

[Energy Requirement: 50,000 SP.]

[Resources: 5,000 Apex Nodes.]

"Tobi, look at the ledger!" Ama shouted, her voice echoing in the empty lobby. "Silas is moving. He's not using hunters this time. He's using the market!"

On the screen, the Nigerian Naira was plummeting. A massive short-sell was happening on a global scale. Silas was trying to bankrupt the entire country just to devalue the ₦10 Billion Tobi was using to build his empire.

"He's burning the house down to catch the mouse," Tobi whispered.

[System Notification: 'Global De-sync' Imminent.]

[Time remaining: 12:00:00.]

"He thinks the Naira is my only weapon," Tobi said, a cold smile touching his lips. He walked to the center of the lobby and slammed his palm against the raw concrete of the main pillar.

[Skill Activation: 'Sovereign Architect' The Great Forge.]

The silver circuits on Tobi's arm flared with blinding light. The light didn't stay on his skin; it poured into the building's foundation. Suddenly, the rusted steel beams began to glow blue. The glass shards on the floor began to pull themselves back into the window frames. The building wasn't being "repaired" it was being digitized.

"He wants to crash the currency?" Tobi's voice echoed through the rising tower. "Let him. Today, we move the Citadel into the clouds. We aren't just a company anymore. We are the new infrastructure of the continent."

High above on the thirtieth floor, the massive Hive Uplink dish locked into place, pulsing with a rhythm that matched Tobi's heartbeat.

[Citadel Phase 1: COMPLETE.]

[Status: 'Apex Sanctuary' Active.]

[Protection: All Apex users within a 10km radius are now immune to external System Pings.]

Tobi stood on the rooftop, looking out over the Atlantic. The city was glowing below him, but a dark cloud was forming on the digital horizon. The 'Global De-sync' was coming. The entire world's internet, banking, and communications were about to be reset by the Consortium.

"Silas," Tobi whispered into the wind. "You want to turn off the world? Fine. I'll be the one to turn it back on."

[End of Chapter 22]

THE CITADEL IS BORN! 🏙️ Tobi has claimed the Vulture Tower and turned it into a System-shielded fortress. But Silas has initiated the 'Global De-sync' a move that could plunge the entire planet into a digital dark age. Can Tobi's new Citadel survive the crash?
