Chapter 25 - Chapter 25: The Outlaw King

The first sunrise after the Great Dark didn't bring peace; it brought a storm of a different kind.

​Tobi stood on the edge of the Citadel's roof, watching the golden light hit the Atlantic. Below, Lagos was slowly breathing back to life. But it wasn't the old life. The grid was still down in most parts of the city, but every few blocks, a blue glow pulsed from a rooftop or a balcony an Apex-Node, kept alive by the mesh-network Tobi had forged in the heat of battle.

[Class: Sovereign Architect (Tier 2).]

[New Passive Unlocked: 'Continental Pulse'.]

[Current Global Reputation: UNKNOWN (Calculating...)]

​"Tobi, you need to see this," Ama said. She looked like she hadn't slept in forty-eight hours. Her eyes were fixed on a tablet that was tethered directly into the Citadel's core. "Silas didn't waste any time. The 'Global De-sync' is being blamed on a 'cyber-terrorist organization based in Nigeria.' They aren't naming you yet, but they're naming Apex."

​She swiped the screen, projecting a holographic news feed into the salt-heavy air.

​"...International Monetary Fund calls for immediate sanctions... Interpol issues Red Notices for the leadership of Apex Logistics... UN Security Council to meet regarding the 'Digital Sovereignty' threat in West Africa..."

​"They're calling us terrorists for keeping the lights on," Tobi said, his voice devoid of emotion. The silver circuits on his skin flickered with a cold, rhythmic light. "They're terrified because for the first time in history, they couldn't control the 'Off' switch."

​[System Alert: External Diplomatic Pressure Detected.]

[Quest Triggered: 'The Sovereign's Wall'.]

[Objective: Defend the Citadel against the first wave of 'Sanction-Bots' and Legal-Killers.]

​"Tobi, the Nigerian government is under massive pressure," Ama warned. "I just got a ping from my father. The military has been ordered to surround Victoria Island. They don't want to fight us, but the Consortium is threatening to freeze the entire nation's foreign reserves if they don't hand you over."

​"Let them come," Tobi said. "But they won't find a company. They'll find a country."

​Tobi closed his eyes, sinking into the 'Continental Pulse'. With his Level 26 evolution, his reach had expanded. He could feel every Apex-Coin transaction happening in the markets of Accra, every delivery being tracked in the streets of Ibadan, and every byte of data flowing through the Citadel.

​"System," Tobi whispered. "Execute the 'Ghost State' protocol."

​[Warning: This will officially sever Apex from the global financial system.]

[Do you wish to proceed?]

​"Proceed."

​[Protocol 'Ghost State' INITIALIZED.]

​In an instant, the Apex-Net changed. To the outside world, every server, every website, and every bank account associated with Tobi vanished. It was a digital "disappearing act" on a continental scale. But to the millions of people holding an Apex-phone, nothing changed. They were inside the bubble.

​"We're invisible," Ama gasped, watching the global tracking maps lose their signature. "We're right here, but to Silas's satellites, this building is a blank spot."

​"It's not enough to be invisible," Tobi said, turning away from the ledge. "We need to be essential. Ama, I want the 'Apex-Health' module launched within the hour. If the hospitals in Lagos want power and data, they have to join the Hive. If the schools want to stay open, they join the Hive."

​"You're building a shadow nation," she whispered.

​"I'm building the only nation that works," Tobi replied.

​Suddenly, a heavy, rhythmic thudding filled the air. Three military gunships appeared on the horizon, flying low over the water, heading straight for the Vulture Tower. Behind them, a fleet of black SUVs began to blockade the base of the bridge leading to Victoria Island.

​[Threat Level: HIGH.]

[Force detected: 1st Battalion, Special Forces (Acting under International Mandate).]

​Tobi didn't call for his security team. He didn't reach for a weapon. He simply walked to the center of the rooftop and placed his hand on the main Uplink Pillar.

​"System," Tobi commanded. "Activate 'The Architect's Mercy'."

​As the helicopters moved into firing range, their cockpit displays didn't show targets. Instead, they showed photos. Photos of the pilots' families. Photos of their children in school. All of them were currently under the protection of Apex-Nodes in the suburbs.

​A message appeared on the pilots' HUDs: [APEX PROTECTS THE HOME. DO NOT FIRE ON THE HEART.]

​The gunships hovered, their weapons systems locking and unlocking in a frantic, digital stutter. The pilots weren't just fighting a target; they were fighting the realization that the "terrorist" was the only person keeping their families' lives running during the blackout.

​One by one, the gunships turned away.

​[Quest Update: 'The Sovereign's Wall' Phase 1 Complete.]

​"Silas underestimated the people," Tobi said, his eyes glowing with a fierce blue light. "He thought he could use the military to crush a business. But you can't use a hammer to crush the air."

​Tobi looked at his tablet. The views on his story were now at 15k. The world was watching the 'Outlaw King' of Lagos.

​"Ama," Tobi said, his voice cold and determined. "Tell the 'Consortium' we're done playing defense. I want to know where Silas's personal server is located. If he wants to label me a terrorist, I might as well show him what a Level 26 Sovereign can do to his precious global market."
