Three days later, the peerage gathered once again in the clubroom. The atmosphere had shifted subtly. What once felt like a group of students playing at the supernatural now carried the weight of a budding power structure. Training had intensified. Conversations had grown more strategic. Even the way they moved around the Emperor showed a natural deference born of respect and proven leadership.
The Emperor stood at the head of the table, reviewing the latest notes Ravel had prepared. "House Glasya-Labolas has requested a second, more private meeting. They are moving faster than expected. This suggests either genuine ambition… or fear of being left behind."
Rias sat to his right, her posture regal. "Fear can be useful. If they see us as a rising force, they may offer more than they initially intended."
Akeno leaned against the wall, arms crossed, her loyalty now an open, steady flame. "I'll prepare layered defensive formations around the meeting site. If they try anything, we'll know before they move."
Kiba nodded. "I'll shadow the perimeter. My swords are ready if things turn hostile."

Koneko simply ate another snack, but her golden eyes were sharp. "I'll smash if needed."
Ravel, who had become a regular and increasingly important voice, spoke with careful precision. "House Glasya-Labolas has a long history of opportunistic alliances. They respect strength, but they fear being used. If you show them controlled power without arrogance, they may lean toward cooperation. However, one wrong word and they will withdraw completely."
The Emperor listened to each contribution, then spoke with quiet authority.
"We will attend the second meeting. I will lead the conversation. Rias and Ravel will accompany me. Akeno and Kiba will provide discreet security. We do not offer alliances. We allow them to see the value in aligning with us. We listen more than we speak. We reveal strength, but never desperation."
He paused, letting his gaze sweep across the room. "This is no longer about surviving threats. This is about building a foundation that can withstand greater ones. Every noble house we bring into our orbit is another layer of protection — and another thread we can pull when the time comes."
Ravel met his eyes. "I'll prepare a detailed profile on their internal politics tonight. There are factions within Glasya-Labolas that could be useful if we play them correctly."
The Emperor gave her a small nod of approval. "Your contribution is noted, Ravel. You are becoming more than an observer."
Ravel flushed slightly but held his gaze. The hesitation that once defined her was slowly giving way to genuine investment.
Later that afternoon, the Emperor held a private session with Akeno in the training courtyard. Their bond had deepened into something solid and unspoken. She no longer asked for reassurance — she simply demonstrated her worth.
"I've been working on a new lightning formation," she said, summoning a crackling web of violet energy that hovered between her hands. "It can cover a wide area while maintaining precision. If nobles bring hidden guards or if Kokabiel tries something again, this should give us an edge."
The Emperor watched the formation dissipate cleanly. "Impressive. Your control has improved dramatically. You are no longer just a powerful piece, Akeno. You are becoming an extension of my will on the battlefield."
Akeno stepped closer, her voice soft but certain. "That's exactly what I want. To be useful to you. Completely."
The Emperor placed a hand on her shoulder, the touch firm and possessive. "You are proving it every day. Continue doing so."
That evening, as the sun set, Raynare returned with updated intelligence.
"Kokabiel is still recovering, but he's reached out to several rogue fallen angel groups. He's looking for disposable forces to test Kuoh again. He won't commit personally yet, but he's definitely planning something."
The Emperor's expression remained cold. "Let him plan. The longer he waits, the stronger our position becomes. Continue feeding him just enough misinformation to keep him off balance."
As night fell, the Emperor stood on the rooftop with Rias and Akeno. The town lights glittered below like scattered jewels.
"The nobles are starting to circle," he said quietly. "House Glasya-Labolas is only the beginning. Soon others will follow. We control the pace. We decide who is worthy."
Rias leaned against his left side. "And I will be with you when they come."
Akeno took his right side, her presence warm and committed. "As will I."
The Emperor looked out over Kuoh, his eyes sharp and ambitious.
The first invitation had been sent.
