The evening of the joint meeting with House Astaroth and House Glasya-Labolas arrived under a sky heavy with dark clouds. The chosen location was an old, elegant manor house on the northern outskirts of Kuoh — neutral ground, well-guarded, and far from prying eyes. The Emperor had chosen it deliberately: impressive enough to show respect, isolated enough to maintain control.

He arrived with Rias at his right side and Ravel slightly behind them as political advisor. Akeno and Kiba remained hidden in the surrounding forest as security, ready to intervene at the first sign of danger. Asia and Koneko stayed at the clubroom, maintaining the defensive perimeter and ready to provide support if needed. Raynare patrolled from high above, her black wings blending with the night sky.

The two noble representatives were already waiting in the grand receiving hall. Lord Varrick of House Astaroth — a sharp-eyed devil with a calculating smile — and Lady Seraphina of House Glasya-Labolas, elegant and composed as before. Both rose as the Emperor entered, their bows respectful but guarded.

Lady Seraphina added, her voice measured, "Your victory over a Cadre was no small matter. It has caused ripples. Some see it as a threat. Others see opportunity. We represent those who wish to understand which one you truly are."

The Emperor took his seat at the head of the long table, Rias beside him. Ravel sat to his left, ready to provide political context when needed. He did not rush to speak. He let the silence settle, forcing the nobles to feel the weight of his presence.

Rias spoke first, her voice calm and authoritative, carrying the natural dignity of a Gremory heiress. "The Underworld is changing. Kokabiel's attack showed that old powers can be challenged. We protected Kuoh not out of obligation, but because it is ours. If you are here to explore mutual interests, we are willing to listen. But understand this — we do not seek protectors. Lord Varrick leaned forward slightly. "Bold words. House Astaroth values strength. We have resources, trade routes, and influence in certain circles. In return, we seek protection and a voice in any future realignments. We do not wish to be left behind if a new power rises."

Lady Seraphina was more cautious. "House Glasya-Labolas prefers calculated alliances. We have no desire to be used as tools. If we align with you, we expect reciprocity — political support, military cooperation if needed, and a share in whatever future you are building."

Ravel spoke at the perfect moment, her voice clear and precise. "Both houses have their own rivalries and interests. Any alliance would need to account for that. The Phenex clan, for example, has longstanding tensions with Glasya-Labolas. We must be honest about such complications from the start."

The conversation deepened. The Emperor listened more than he spoke, allowing Rias and Ravel to lead the political discussion while he observed every micro-expression, every hesitation, every calculated word. He occasionally interjected with calm, commanding statements that reinforced the image of a rising power that did not need to beg for alliances.

Rias proved particularly effective. She spoke not as a stolen prize, but as a true queen — intelligent, strategic, and fully aware of her own value. The meeting lasted nearly three hours. By the end, both houses had expressed genuine interest in continued dialogue. No formal alliance was signed, but the seeds had been planted deeply. Lord Varrick and Lady Seraphina left with the clear understanding that the "Fate Thief" was not a fleeting anomaly — he was building something real.

As the carriage departed into the night, Rias turned to the Emperor, her eyes shining with pride. "I felt it tonight. They weren't just speaking to you. They were speaking to us. To what we are becoming together."

Ravel, walking slightly behind them, spoke quietly. "They were impressed. Especially by Rias. Your status as Gremory heiress gave the conversation legitimacy they couldn't ignore. I think both houses will return with more serious offers soon."

Back at the clubroom, the full peerage gathered for a debrief. The Emperor addressed them with quiet satisfaction.

"Tonight was a success. The nobles are no longer testing us out of curiosity alone. They are beginning to see the value in aligning with us. Rias, your contribution was decisive. You are no longer just my queen in name — you are shaping the empire with me."

Rias smiled, her pride evident. "I told you I would stand as your equal in vision. Tonight proved it."

Akeno added, "My defenses held perfectly. They felt the pressure without realizing how closely they were being watched. We controlled the field even when we appeared to be negotiating."

Kiba nodded. "No hidden threats slipped through. We are ready for whatever comes next."

The Emperor looked at each of them — Rias, Akeno, Kiba, Asia, Koneko, Raynare, and Ravel. For the first time, he saw not just stolen pieces, but a true inner circle beginning to form.

"This is only the beginning," he said. "The nobles will return with offers. The Church will demand answers. Kokabiel is still in the shadows. We continue building — stronger, smarter, and more unified."

Ravel hesitated, then spoke with surprising honesty. "I've been watching all of you. The way you work together, the way you trust each other's strengths… it's different from what I grew up with. I think I'm ready to stop observing and start contributing more fully. Not just as an advisor. As someone who wants to be part of this."

The Emperor met her eyes. "Then welcome, Ravel. The door was always open. Now step through it."

Ravel's expression softened into a small, genuine smile.

The Emperor stood once more on the rooftop later that night, Rias and Akeno beside him. The town lights glittered below like distant stars.

"The first true test is over," he said quietly. "The nobles have seen us. Now they will begin to offer. We decide who is worthy. The empire is no longer a dream. It is becoming reality."

Rias leaned against him. "And I am proud to help build it with you."

Akeno rested her head on his other shoulder. "As am I."

The threads were no longer whispers.
