The following week passed in a steady, controlled rhythm. The Emperor maintained strict discipline over the peerage's schedule. Mornings were for maintaining the appearance of normal high school life. Afternoons and evenings belonged to training, strategy sessions, and the slow cultivation of noble connections.
The Emperor stood on the rooftop of the old school building at twilight, the wind carrying the faint scent of approaching rain. Rias stood to his left, Akeno to his right. Below them, the peerage trained with focused intensity under the fading light.
Kiba's demonic swords flashed as he sparred against reinforced constructs, his movements sharper and more purposeful than ever. Rias leaned slightly closer to him. "Ravel sent word. House Astaroth has requested a third meeting. They're moving faster than Glasya-Labolas. They seem genuinely eager to explore cooperation."
The Emperor nodded. "Good. We will accept, but on our terms. The more houses that approach us, the stronger our position becomes. We do not chase — we let them come closer."
Later that evening, the full peerage gathered in the clubroom for a strategy meeting. Ravel had prepared detailed profiles on both House Astaroth and House Glasya-Labolas.
"House Astaroth is more opportunistic," Ravel explained. "They see your victory over Kokabiel as a chance to gain influence. House Glasya-Labolas is more cautious but has deeper resources. If we can secure even a loose understanding with both, it will create a small but meaningful network."
The Emperor listened carefully, then spoke with quiet authority.
"We will meet House Astaroth next week. Same rules as before — we listen more than we speak. We show strength without arrogance. We make them feel that aligning with us is the intelligent choice, not the desperate one."
Akeno, now fully integrated into his inner circle, added, "I'll prepare defensive formations around the meeting site. If they bring hidden guards or try anything underhanded, we'll be ready."
Kiba nodded. "I'll provide perimeter security. My swords are tuned specifically against potential holy or fallen angel interference."
Asia smiled gently. "I'll stay ready with healing support. We've grown so much — I want to make sure we stay strong together."
Koneko simply said, "I'll protect."
The Emperor looked at each of them in turn. "This is the phase where empires are truly built — not through grand battles, but through careful alliances and quiet decisions. We do not rush. We do not beg. We become the center that others wish to orbit."
Ravel met his eyes. "I've been thinking more seriously about my own position. My clan is still divided, but the more time I spend here, the more I see the vision you're building. I may need a little more time… but I'm getting closer."
The Emperor regarded her steadily. "Take the time you need, Ravel. But every day you spend here pulls you further from neutrality. When you choose, it must be without reservation."
Ravel nodded slowly, a mix of hesitation and resolve in her expression.
That night, the Emperor met privately with Rias and Akeno. The three of them reviewed the growing web of connections and potential threats.
"The nobles are testing the waters," the Emperor said. "Soon they will offer more than conversation. When they do, we will decide who is worthy of standing in our shadow."
Rias leaned against him. "And I will help you make that decision."
Akeno rested her head lightly on his other shoulder. "As will I."
