The days following Kokabiel's humiliating retreat settled into a new, deliberate rhythm across Kuoh Town. The supernatural world had taken notice. A young reincarnated devil — now widely whispered about as "The Fate Thief" — had stood against a Cadre and forced him to withdraw. The story was spreading through noble circles, fallen angel networks, and even reaching the Church's ears in fragmented reports.
The Emperor understood that victory alone was not enough. Consolidation was required. Power without structure was fragile. He intended to turn the breathing room they had earned into a solid foundation for the empire he was building.
He called a full strategy meeting in the Occult Research Club room three days after the battle. The peerage was fully present, along with Raynare and Ravel, both of whom had become semi-permanent fixtures. The room felt different now — more like a command center than a simple club space.
The Emperor stood at the head of the table, his posture straight and commanding. Level 6 had brought noticeable enhancements: sharper instincts, smoother energy flow, and a more refined ability to sense and manipulate fate threads.
"Kokabiel's defeat has bought us time," he began, his voice steady and authoritative. "But time is only useful if we use it correctly. We are no longer reacting to threats. We are building something that can withstand future ones. This phase is called consolidation."
Rias sat to his right, her presence regal and supportive. "Sirzechs has requested a formal report. He wants to understand how a newly formed peerage managed to drive back a Cadre. We must decide how much we reveal."
Kiba nodded. "The Church agents are still in town. Xenovia and Irina have been quiet since the battle, but they will want answers soon."
Akeno leaned forward, her long black hair cascading over one shoulder. Her loyalty had solidified after the battle. She no longer teased as a defense mechanism — her interest was open and committed. "I'm ready to take on more responsibility. My lightning can now cover larger areas with better precision. Tell me where you need me."
The Emperor acknowledged her with a measured look. "Your commitment last night was noted, Akeno. You will take a more active role in defensive planning. Continue refining your coordination with Kiba and Rias."
Akeno's eyes softened with quiet satisfaction. "Understood."
Asia smiled gently. "I'll keep improving my healing. After seeing how intense the battle was, I want to make sure I can support everyone no matter how large the fight becomes."
Koneko simply nodded, munching on a snack. "Stronger now."
Raynare crossed her arms, wings folded. "My network inside the fallen angels is still intact. Kokabiel is licking his wounds, but he's already plotting revenge. He's calling in favors from other Cadres. We have weeks, maybe a month, before the next major move."
Ravel adjusted her notes, her voice more confident than before. "From the noble side, several houses are intrigued. The Phenex clan is divided — some want to distance themselves, others see potential benefit in closer ties. My brother is still recovering from the humiliation, but he's lost significant influence."
The Emperor absorbed every report without interruption, then spoke with clear direction.
"Our priorities for the next phase are as follows:
1. **Consolidate internal strength.** Every member of the peerage must reach a higher level of coordination and personal power. We will increase training intensity while maintaining secrecy.
2. **Expand our influence carefully.** Ravel, your political connections are valuable. Begin sounding out which houses might be open to dialogue. We do not recruit openly yet — we plant seeds.
3. **Manage external perceptions.** When Sirzechs summons us, we present strength without revealing the full extent of our abilities or the system. The Church agents will receive limited cooperation — enough to keep them from becoming immediate enemies.
4. **Prepare for the next threat.** Kokabiel is wounded, but not finished. We assume he will return stronger or through proxies."
He paused, letting his words settle. "We are no longer a small peerage surviving on luck. We are the beginning of an empire. Every decision from this point forward must reflect that reality."
The meeting continued for several hours. Detailed training schedules were set. Defensive barriers around key locations were reinforced. Raynare was tasked with maintaining her double-agent role while feeding selective misinformation. Ravel agreed to act as a quiet political advisor, slowly deepening her involvement.
Later that afternoon, the Emperor held individual conversations to solidify bonds.
With Akeno, he walked through the courtyard during a break. "You fought with conviction during the battle. Your lightning created the openings we needed. I see your commitment."
Akeno stopped and turned to face him fully. "I meant what I said. I'm no longer holding back. My power, my loyalty, my everything — it's yours if you'll have it."
The Emperor placed a hand on her cheek, his touch firm and possessive. "You have earned your place. Welcome fully, Akeno. From now on, you stand closer."
Akeno leaned into the touch, her eyes closing briefly in acceptance. The final thread of her loyalty locked into place.
With Kiba, the conversation was more focused on technique and purpose. "Your swords countered the holy energy effectively. Your past no longer controls you — you control it. Use that strength."
Kiba bowed deeply. "Your guidance has given me purpose again. I will continue to prove worthy of it."
Asia's conversation was gentler but no less meaningful. "Your healing kept us fighting longer than we should have been able. Never doubt your value. You are protected, and you are essential."
Asia beamed with quiet happiness. "Thank you, Issei-san. I'll keep getting stronger for everyone… especially for you."
Ravel's discussion was strategic. "You are intelligent and well-connected. Your presence here is no longer coincidental. When you are ready to step beyond observation, there will be a role for you."
Ravel flushed but met his eyes. "I'm… thinking about it more seriously now. Just give me a little more time."
The Emperor nodded. "Time is something we can afford for now."
That evening, Sirzechs Lucifer's summons arrived via Grayfia. The Maou requested a private audience with the Emperor and Rias at the Gremory mansion the following day.
Rias read the message with a small smile. "My brother is curious. He wants to understand how we drove back a Cadre. We must be careful what we reveal."
The Emperor's response was calm. "We show strength and loyalty to the Gremory name, but we keep the system and the full extent of our abilities hidden. We are a rising power, not a threat — yet."
As night fell, the Emperor stood on the rooftop with Rias once more. The town spread out below them, peaceful on the surface but forever changed underneath.
"The first major threat is behind us," he said. "Kokabiel is weakened. The Church is cautious. The noble houses are watching. Now we consolidate and expand. The empire grows step by step."
Rias leaned against him, her voice filled with pride and affection. "And I will be with you for every step. My Emperor."
The system chimed softly with a new notification:
