The Emperor stood on the rooftop of the old school building, the early sun casting a golden light across the horizon. Rias stood beside him, her crimson hair gently moved by the breeze. The rest of the peerage had gathered below in the courtyard, giving them a moment of relative privacy.

"It's over," Rias said softly, though her voice carried lingering tension. "Kokabiel has retreated. His plans for immediate war are shattered. But he won't forget this humiliation."

The Emperor's expression remained calm and calculating, his eyes sharp as he looked out over the town. "He won't forget, and that is useful. A wounded enemy who underestimates us is more dangerous than one who respects us. We use this victory to solidify our position, not to rest."

He turned to face her fully, placing a firm hand on her waist in a possessive yet reassuring gesture. "You performed perfectly last night, Rias. Your Power of Destruction was decisive. You are not just my queen in name — you are the foundation of everything we are building."

Rias leaned into his touch, her blue-green eyes filled with complete devotion. "I know my place now. It's beside you, shaping this empire together. Last night proved that even a Cadre cannot break what we have forged."

Below them, the peerage was already beginning light recovery training. Akeno moved with graceful precision, her lightning strikes more controlled and powerful than ever. Ravel Phenex had stayed through the night, her presence now almost natural. She approached the Emperor and Rias as they descended from the rooftop, carrying a small stack of notes.

"The noble houses are already reacting," she reported. "News of Kokabiel's retreat is spreading quickly in certain circles. Some see it as a sign of shifting power. Others are beginning to ask questions about the 'Fate Thief' who stood against a Cadre. My own clan is… unsettled. They want to understand what kind of force could drive back someone like Kokabiel."

The Emperor regarded her with measured approval. "Your information continues to be valuable, Ravel. The Phenex clan's regenerative knowledge and political connections could become important assets. Stay close in the coming days. The victory last night has opened new doors — we must decide which ones to walk through."

Ravel hesitated, her usual tsundere demeanor softening. "I'm still not sure if I'm ready to commit fully… but I can't deny that what you're building here is different. Stronger. I'll keep providing what I can."

The Emperor gave a small nod. "That is enough for now."

Later that morning, the peerage gathered for a full debrief. The Emperor addressed them with quiet authority, his words carrying the weight of leadership earned through action.

He turned his gaze to each member individually.

"Akeno — your lightning was decisive in disrupting their formations. You proved your commitment last night. Your place beside me is now secured."

Akeno's eyes shone with quiet emotion as she bowed her head slightly. "Thank you. I won't let you down."

"Kiba — your swords countered the holy energy effectively. Continue refining that edge. Your past is no longer a weakness — it is a weapon we control."

Kiba bowed deeply. "I am grateful for your guidance."

"Asia, Koneko — your support kept us in the fight. Never underestimate the value of your roles."

Both nodded with determination.

"Raynare — your intelligence and aerial support were critical. Your loyalty has been proven."

Raynare smirked, but her golden eyes showed genuine respect. "I chose the winning side."

The Emperor continued, "Ravel — your political insight helped us anticipate reactions. You are welcome to remain as an advisor… for now."

Ravel flushed but nodded.

He turned to Rias last. "And you, my queen — you stood with me at the center. This empire begins with you."

Rias smiled with open pride and affection.

The Emperor concluded, "We have earned a brief period of consolidation. Use it to recover, strengthen bonds, and prepare for what comes next. Sirzechs will likely summon us soon. The Church agents will seek another meeting. We control every interaction. We do not reveal the full extent of our power or the system. We remain the ones who dictate the pace."

That afternoon, the expected contact arrived. Xenovia and Irina requested a formal meeting at a neutral location. The Emperor agreed, bringing Rias, Kiba, and Akeno.

Xenovia was direct as always. "Kokabiel's retreat was unexpected. Your involvement last night was significant. We need to know your true intentions. Are you allies against the fallen angels, or are you simply pursuing your own power?"

Irina looked at the Emperor with a complex mix of nostalgia and concern. "Issei… you fought like someone completely different. What happened to you? And why are you so strong now?"

The Emperor answered with calm authority. "Our goals overlapped. Kokabiel threatened the peace of this town. We protected what is ours. We have no interest in starting war with the Church, but we will not become your tools either. Temporary cooperation against greater threats remains possible."

The conversation lasted nearly two hours. Xenovia remained wary but acknowledged the practical benefit of the peerage's intervention. Irina's familiarity continued to create small openings. They agreed to share basic intelligence on fallen angel movements while maintaining distance.

As the meeting ended, Xenovia warned, "We will be watching. If you cross the line into heresy, we will act."

The Emperor replied evenly, "Then focus on the real enemies. We will do the same."

Back at the clubroom, Akeno approached the Emperor privately as the others dispersed.

"Last night changed something for me," she said softly. "Fighting beside you, feeling your command on the battlefield… I don't want to hold back anymore. I am ready to be fully yours — in power, in loyalty, and in every other way."

The Emperor placed a firm hand on her cheek, his touch possessive. "You have earned it, Akeno. Welcome completely into the empire."

Akeno leaned into the touch, her eyes closing for a moment in quiet acceptance.

That night, as the Emperor stood on the rooftop with Rias, the system delivered its final update for the arc:
