Chapter 19 - Chapter 19 – The Birth of the Justice League

The president leaned forward slightly, his interest clearly piqued.

"You mean the government should establish a new department to recruit these… special individuals?"

Ethan Voss shook his head calmly.

"Mr. President, I don't think it would be appropriate for the government to handle this directly."

He clasped his hands together on the desk as he continued explaining. "It's not that it can't be done. The real issue is that it might not achieve the results we want."

"For example, that green giant we just discussed. As far as I know, he became what he is because of General Ross's experiments. I doubt he has any trust left in the military or the government."

Ethan paused briefly before continuing.

"Mutants are another example. Due to years of pressure and surveillance from certain government departments, many of them already fear official authority."

He leaned back slightly in his chair.

"You understand how American society works. People in this country value freedom above almost everything else, and they naturally assume the government is hiding something."

"I believe there's a better approach."

The president narrowed his eyes slightly.

"What kind of approach?"

Ethan slid the document across the desk again.

"We establish a private company—completely independent of the government."

His tone remained calm, but the idea carried enormous implications.

"This company would recruit these individuals and present them to the public as national heroes."

"With government support behind the scenes and strong media promotion, it wouldn't take long for them to become incredibly influential."

"Once that happens, the social impact would be enormous."

The president fell silent as he considered the proposal.

One concern quickly surfaced in his mind.

If such a powerful group existed outside the formal government structure, could it eventually slip out of federal control?

Ethan immediately noticed the hesitation in his expression.

He smiled faintly.

"You're worried about losing control."

The president didn't deny it.

Ethan continued calmly.

"You could select trustworthy individuals from within government departments to participate in the company's leadership."

"However, they should either resign from their positions or operate under concealed identities."

He spoke in a practical tone.

"You know as well as I do that every new idea faces opposition. A company like this would inevitably encounter social pressure during its early stages."

"In fact, it might even trigger large-scale protests."

Ethan spread his hands slightly.

"But if the government quietly supports the project behind the scenes, handling those issues becomes much easier."

The president nodded slowly.

Still, a question lingered.

"Can a company like this really succeed?"

Ethan smiled.

"Mr. President, all you need to do is look at Iron Man."

The president's eyes immediately brightened.

Tony Stark's recent announcement had shocked the world. In only a few days, Stark Industries' stagnant stock price had skyrocketed like a rocket.

The public fascination with Iron Man was undeniable.

Ethan continued in a smooth, persuasive tone.

"Just imagine something for a moment."

"If a hero like Iron Man stood on stage and supported you during your next presidential campaign…"

He let the idea linger.

"Wouldn't your re-election become incredibly easy?"

His words carried an almost hypnotic persuasion.

And the president clearly liked what he was hearing.

After a brief pause, he asked, "So what are your current plans for this Justice League?"

"For the initial stage," Ethan replied, "we can recruit from Xavier's School for Gifted Youngsters."

He spoke matter-of-factly.

"Most of the students there are mutants with strong abilities."

"Of course, the Hulk is also a possible candidate."

Ethan tapped the table lightly.

"As far as I know, he's not a mindless monster. He's actually a scientist with a strong conscience."

"He's been trying to avoid falling into General Ross's hands because he knows that would create even greater problems."

Ethan then added another possibility.

"If circumstances allow, I could also try recruiting Tony Stark."

He shrugged slightly.

"Although convincing him would be extremely difficult."

The president nodded thoughtfully.

"That's worth trying."

He leaned back in his chair and considered the proposal carefully.

Finally, he made a decision.

"Here's what we'll do."

"You quietly assemble a small Justice League team first. Treat it as a trial run."

"I'll have people provide you with assistance behind the scenes."

"If the results are promising, I'll approve the creation of your new company."

Ethan smiled confidently.

"No problem, Mr. President."

"I'll assemble the first team as soon as possible."

"I'm confident they'll perform exceptionally well."

After leaving the White House, Ethan didn't waste a single minute.

He went directly to Xavier's School.

Inside the principal's office, Professor Charles Xavier sat behind his desk in his wheelchair. Ethan relaxed on a sofa nearby, while several familiar faces sat across from him.

Jean Grey.

Scott Summers.

Storm.

Wolverine.

Logan had only recently returned. When Ethan arrived earlier, he had opened a portal to allow Logan to step out.

Several mutants who were willing to enter Ethan's divine realm had also passed through the portal.

Most of them were mutants whose appearances differed drastically from normal humans.

At the moment, individuals like that were the most willing to accept Ethan's offer.

Rogue had also returned to the academy. She was probably somewhere on campus greeting friends she hadn't seen in a long time.

Ethan turned toward Professor Xavier.

"Professor Charles, the president has approved my plan."

He paused briefly.

"What do you think?"

Charles looked thoughtful.

"I want to understand how dangerous your plan is."

His voice was calm but serious.

"I saw that monster at Culver University. The Hulk is extremely dangerous."

Ethan shook his head.

"You don't need to worry about him."

"In fact, I'm trying to recruit him."

He added casually, "He might even become your teammate one day."

"What?"

Scott Summers immediately reacted.

"No way!"

He looked genuinely alarmed.

"A teammate like that would probably tear us apart!"

Wolverine, leaning against the wall and smoking a cigar, rolled his eyes.

"Coward."

Scott instantly became furious.

"Logan, don't act like you're some kind of hero just because you saved me once!"

He pointed angrily.

"You just happened to get there first. The professor was right behind you!"

"Even if you hadn't helped me, he would have!"

Logan simply snorted and said nothing.

Ethan raised his hand.

"Alright."

"Both of you calm down."

He leaned forward slightly.

"For the first Justice League squad, I want members who can protect themselves in extreme combat situations."

He glanced toward Wolverine.

"Logan."

Then toward Colossus.

"Nikolaevich."

Scott blinked.

"What about me?"

His voice carried clear dissatisfaction.

Ethan answered calmly.

"Scott, your power is incredibly strong."

"But your physical body is still human."

He explained patiently.

"We'll be facing enemies capable of launching lethal attacks. That makes the battlefield extremely dangerous."

"You're more suited for precision missions and special operations."

"For routine combat deployments, Logan and Colossus are better suited."

In truth, Ethan's decision had another reason.

He wanted to keep Professor Xavier reassured.

If the Justice League suffered casualties immediately after forming, the entire plan could collapse before it even began.

At least during the early stages, caution was necessary.

Storm leaned forward slightly.

"Mr. Voss," she said, "the X-Men already deal with threats regularly."

"Why do we need a Justice League as well?"

Ethan smiled faintly.

"Aurora, the X-Men primarily respond to threats involving mutants."

He tilted his head slightly.

"But think about how the world sees that."

He continued calmly.

"You fight mutants."

"You are mutants."

"From the perspective of ordinary people, that looks like a group fighting its own kind."

He shrugged.

"In their eyes, you're no different from Magneto."

Storm frowned slightly.

"Why do you think ordinary people fear mutants?"

Ethan answered his own question.

"Because they don't understand you."

"And people fear what they don't understand."

He leaned forward slightly, his tone growing more passionate.

"But now we have a chance to change that."

"We can show the world that mutants are just people."

"People with emotions, passion, and a sense of responsibility."

He spread his arms slightly.

"Imagine it."

"You become heroes in the public eye."

"You become symbols."

"And gradually… you change the world."

Professor Xavier nodded slowly.

"Mr. Voss, we've discussed this idea before."

"I support the concept."

His expression became serious.

"But the safety of our students must always come first."

Ethan nodded.

"Of course."

"Although there is something else I need your help with."

Since revealing the truth about the world to them earlier, Ethan had gradually earned the trust of the X-Men.

That trust allowed him to cooperate with them far more easily.

After a lengthy discussion, most of the details were settled.

Logan remained behind in the office to speak privately with Professor Xavier.

Meanwhile, Ethan left the building to find Rogue.

When he eventually located her, she was sitting alone on a bench in the academy courtyard.

She stared quietly at the fountain in front of her.

Ethan walked over slowly.

"What's wrong?"

"You don't seem very happy."

Rogue shook her head gently.

"It's not that."

Her voice carried a hint of sadness.

"I'm just a little reluctant to leave."

She looked around the peaceful courtyard.

"I actually feel pretty happy here."

She hesitated before continuing.

"But Noah Town is so peaceful… and isolated."

"We barely know anything about what's happening in the outside world."

Ethan nodded understandingly.

"That's easy to solve."

"I'm planning to open a permanent portal soon."

"Once that happens, we'll connect Noah Town to the outside world with communication lines."

"News from the outside world will reach the town in real time."

He smiled.

"You'll even be able to visit occasionally if you want."

Rogue nodded slowly.

She stared at the fountain again before suddenly asking a question.

"Do you think my parents would be willing to move there?"

Ethan answered calmly.

"I have no objections if they want to."

He spoke carefully.

"But you need to understand something."

"For most people, accepting a new place is easier than accepting people who look different from them."

"That's the tragedy people like us face."

He looked at her seriously.

"Mary, you have the same ability."

"You can reject it."

"Or you can accept it."

"But the decision must be yours."

"Don't let anyone else make it for you."

Rogue nodded quietly.

"I understand."

"Thank you."

Shortly afterward, she returned to the divine realm.

Perhaps she simply needed time to decide what kind of future she wanted.

That evening, Ethan returned to the city with several companions.

Professor Xavier.

Jean Grey.

Colossus.

Storm.

Wolverine.

Earlier, Ethan had received private information.

Dr. Stern and Bruce Banner had secretly communicated several times and planned to conduct an experiment that night.

If everything succeeded, the Hulk would disappear forever.

But Ethan already knew the truth.

The experiment would fail.

And Abomination would appear.

For the Justice League, which had not yet made its public debut, this was the perfect opportunity to earn its first victory.

Ethan didn't reveal the real reason to Professor Xavier and the others.

Instead, he simply told them they were heading to Hell's Kitchen.

Their mission was to suppress gang activity in the area.
