Around noon, Ethan Voss was leaning back in a chair inside the Culver University library, half asleep with a book loosely resting on the table in front of him. The quiet academic atmosphere made it easy to drift into a light doze. Students whispered softly between the shelves, and sunlight filtered through the tall windows overlooking the campus lawns.
Suddenly, loud shouts erupted outside.
The peaceful silence of the library shattered instantly. Ethan's eyes opened, and he leaned slightly toward the window, curiosity replacing his drowsiness.
Outside, several military armored vehicles were racing across the campus grass at high speed. Their engines roared loudly as they maneuvered around buildings, clearly pursuing something.
Ethan calmly turned his head toward the man standing nearby.
"Frank," he asked, "are all the cameras set up?"
Frank nodded confidently.
"Boss, five professional-grade cameras have already been deployed, and we've hidden more than a dozen additional cameras around the area. Every angle of this battle will be captured."
Ethan nodded with satisfaction.
The purpose of filming the entire event was very simple.
He intended to scare the President of the United States.
This situation had nothing to do with mutants or vigilantes. What was about to happen was the direct result of General Ross's actions—a high-ranking officer of the U.S. military operating under the authority of the federal government itself.
Once the president saw the footage, the message would be clear.
If fear set in, funding would follow.
People often talked about how frightening mutants were. That was only because they had never witnessed something even more terrifying.
Including the hatred simmering beneath society's surface, everything needed to be exposed and tested.
Down on the campus grounds, the target of the military operation finally appeared.
The Hulk.
The moment the green giant emerged, chaos erupted across the battlefield.
Soldiers immediately opened fire. Rifles, machine guns, and rocket launchers were deployed one after another, their thunderous explosions echoing across the university grounds. Thick smoke rapidly filled the air as gunfire tore through the campus.
Within minutes, the area was completely devastated.
Buildings were damaged, trees were shattered, and students fled in panic while screaming. Some brave reporters attempted to broadcast the battle live, pointing their cameras toward the battlefield.
They barely lasted a few seconds.
General Ross's soldiers quickly seized control of them, confiscating equipment and forcing them away from the area.
Meanwhile, the Hulk was already rampaging across the battlefield.
Enraged by the attack, he swatted away the soldiers surrounding him like toys. Every swing of his massive arms sent armored troops flying through the air.
Just as the battle seemed completely out of control, a new group of soldiers entered the field.
They were clearly different from the regular troops.
Each one carried a grenade launcher, and their combat formation was far more disciplined. The moment they arrived, they opened fire with intense precision.
Explosions erupted around the Hulk, temporarily suppressing his movements.
Ethan watched carefully from the library window.
These soldiers were enhanced soldiers—products of the modification program his company had helped develop.
Among them, one figure stood out immediately.
The squad leader moved faster than the others and demonstrated noticeably superior combat ability.
Ethan narrowed his eyes.
He vaguely recognized the man.
However, he wasn't one of the soldiers Ethan had personally assigned.
His speed was also far beyond the normal enhancement level.
Ethan instantly realized who he must be.
Emil Blonsky.
The future Abomination.
During the previous adjustment process, Ethan had never seen this man. But judging from the current situation, General Ross must have already injected him with the Super Soldier Serum.
That development wasn't particularly surprising.
Under normal circumstances, the Super Soldier Serum provided a stronger physical enhancement than the drugs Ethan's company had developed.
What Ross didn't realize, however, was that the serum also influenced the user's mental state.
It gradually intensified aggression and obsession with physical strength.
Those changes were the seeds that would eventually produce Abomination.
On the battlefield, twenty-one enhanced soldiers had now formed a tight encirclement around the Hulk.
At Blonsky's command, all of them—except him—began injecting themselves with BF combat serum.
The Hulk immediately sensed something was wrong.
He tried to break through the encirclement, but the enhanced soldiers worked together with remarkable coordination. They attacked in rotating groups of three to five, preventing him from gaining any momentum.
For the first time in the battle, the Hulk appeared slightly disorganized.
Moments later, another armored vehicle drove onto the battlefield.
Behind it were several massive alloy chains, each one as thick as a human arm.
Blonsky grabbed one of the chains first.
With the help of the other enhanced soldiers, they quickly wrapped the chains around the Hulk's arms and torso, binding him tightly.
For a moment, the Hulk looked confused.
He clearly hadn't expected these tiny "ants" to suddenly become this strong.
The alloy chains tightened around his body.
The Hulk struggled violently.
The ground shook as dirt and debris flew into the air. Even the enhanced soldiers were forced to retreat several steps as the massive green figure strained against the restraints.
Then two additional armored vehicles approached.
Each one carried a massive loudspeaker system mounted on the front.
The vehicles aimed directly at the restrained Hulk.
The sonic cannons activated at full power.
A powerful sonic wave blasted toward the Hulk. Instantly, his massive body froze in place, as if time itself had stopped.
Watching the scene from a distance, General Ross nodded with satisfaction.
The money spent on the enhanced soldier program had clearly been worth it.
Now that the Hulk had been captured, he could move forward with the next stage of his plan.
Ross intended to mass-produce this powerful biological weapon.
With an army like that, conquering the world would become easy.
He imagined himself becoming a second founding father of the United States.
But Ross had seriously underestimated the Hulk.
The sonic attack felt like a giant hammer striking inside the Hulk's skull. For a brief moment, his mind went blank.
Then awareness returned.
And with it came boundless rage.
Looking at the soldiers surrounding him, the Hulk roared with fury.
"You miserable creatures… I'm going to smash you all!"
From a rooftop in the distance, Ethan watched calmly.
The Hulk's muscles began expanding violently.
The alloy chains binding his body slowly began to snap apart, link by link.
With a thunderous roar, he broke free.
The Hulk leaped high into the air and landed beside one of the sonic vehicles. With only a few punches, he smashed it into twisted scrap metal.
General Ross immediately sensed danger.
He quickly ordered the reinforced squad to retreat.
Every soldier obeyed the command.
Except one.
Blonsky charged straight toward the Hulk like a praying mantis trying to stop a chariot. It looked as though he wanted to say something to the monster.
But before he could even open his mouth, the Hulk swatted him aside like a fly.
Blonsky's body flew across the battlefield.
The enraged Hulk then spotted General Ross.
He began charging directly toward him.
At that moment, two military helicopters arrived overhead to provide support. They opened fire immediately, forcing the Hulk to turn his attention upward.
After a fierce exchange, the Hulk suddenly grabbed a discarded car door from the ground.
With incredible strength, he hurled it into the air.
The spinning metal slab struck one of the helicopters directly.
The aircraft spiraled out of control.
Just as the Hulk prepared to resume his pursuit of General Ross, a terrified scream echoed across the battlefield.
"Bruce!"
The voice belonged to Betty.
One of the damaged helicopters was crashing straight toward her.
Seeing the danger, the Hulk instantly abandoned his attack on Ross.
He turned and leaped toward Betty.
The helicopter's spinning blades carved deep trenches into the ground as it descended like a falling blade.
The Hulk landed directly in front of Betty and wrapped her in his arms.
Then he turned his back to the falling helicopter.
Flames erupted as the aircraft exploded behind him.
General Ross shouted desperately from the distance.
"Betty is my daughter! I don't want to hurt her!"
Black smoke filled the battlefield as fire raged across the wreckage.
For a moment, it seemed impossible that anyone could survive such a violent explosion.
Then, through the flames, a massive green figure suddenly burst forward.
The Hulk emerged from the burning wreckage carrying Betty in his arms.
With several enormous leaps, he disappeared into the nearby national forest.
The battle was over.
Ethan calmly stepped away from the rooftop vantage point where he had been observing.
He patted Schloway on the shoulder.
"Pack up the cameras."
"We're going to Washington."
"Yes, boss," Schloway replied before hurrying off to collect the equipment.
Later that evening, Ethan sat aboard his private jet.
He had just finished a phone call with his contact inside the White House. Looking out the aircraft window, a satisfied smile appeared on his face.
Washington.
He had arrived to sell a little anxiety.
Mr. President, look closely at this green giant.
General Ross was reckless and clumsy.
Who could truly protect America?
Only Ethan Voss.
As expected, after watching the fully edited video footage of the Hulk battle, the president frowned deeply.
"Mr. President," Ethan said calmly, "as you can see, this kind of individual poses a far greater threat than most mutants."
"If he wanted to, he could storm almost any building in the world."
"Our current weapons are completely ineffective against him."
The president leaned forward slightly.
"Can we arrest him?"
"It's possible," Ethan replied, "but extremely difficult."
He paused before continuing.
"And besides… think about Iron Man. Think about mutants."
"Arresting people doesn't solve the real problem."
"The best strategy is strengthening ourselves so we can face these challenges without fear."
The president studied Ethan's eyes carefully for a moment.
Finally, he sighed.
"Alright."
"I'll look into increasing investment in FDSW."
"Regarding your enhancement drugs, shield generators, and other equipment, I'll instruct the military to accelerate procurement."
"You should expect many new orders."
Ethan shook his head slightly.
"Mr. President, you misunderstand."
"I didn't come here to ask for money."
He placed a thick document on the desk.
"I came to recommend a plan."
"A plan that should have been implemented a long time ago."
The president leaned back in his chair with curiosity.
"What plan?"
Ethan slid the document across the desk.
Printed across the cover in large bold letters were two words.
Justice League.
"While FDSW develops technology to counter these threats," Ethan said calmly, "we also need a system to control them."
"The recreation of Captain America that I proposed earlier is part of this strategy."
"With the Justice League program working together with FDSW…"
Ethan smiled slightly.
"We will remain the rulers of this country."
