The areas outside Alterra were divided into sectors, divided and arranged in a clockwise direction. This was a convention the military had discussed in one of their plenary sessions. It was also one of the things taught in Geography classes at the schools.
It was made for easy referral for things like this, though it existed long before the radio.
Back then, it was mostly used for rescue operations. A lot of Alterrans passionately hunted outside of the territory. Sometimes, they would find themselves surrounded by mobs.
Knowing exactly what area they could be found (which was easy to determine since they had the system map) definitely facilitated their quick rescue, preventing injuries, let alone deaths.
