It works on the same principle as a Tailed Beast; sealing a Tailed Beast inside a Jinchuriki doesn't mean the Jinchuriki gains the Tailed Beast's Chakra overnight.

The Jinchuriki must attempt to tame the unruly Tailed Beast.
