Chapter 4
Morning of October 11th
Four figures were lined up in the conference room of the Hokage Residence. The third Hokage, Hiruzen. Shimura Danzo from the Root. And Homura and Koharu from the Elder Council.
Hiruzen looked around and spoke up, "Kushina and her son are in the Hospital. They are not gravely injured, just tired. But Minato gave his life to seal the Nine-Tails into the two of them. He saved the village." he told them sadly.
Listening with a sour look, Danzo picked up where the former Hokage left off. "But Konoha took a devastating blow, the likes of which we didn't see even during the Great War." he announced angrily.
Homura nodded and sighed "We need to rebuild immediately, the other villages might take this opportunity to attack." he Commented
Hiruzen nodded slightly, and continued in a grave tone. "I was planning to make arrangements for that right away."
Danzo spoke up quickly, "And here, there is a condition I would very much like to see put in place." Danzo spoke up eerily.
The right half of his head covered in bandages, Danzo's exposed left eye glittered cruelly. Hiruzen met this icy gaze silently, a question in his own eyes. "I want to move the residences of the Uchiha clan on the edge of the village," Danzo said.
"What?" Hiruzen glared at him, brow furrowed.
Danzo didn't flinch, but instead continued dispassionately. "You are aware that only the sharingan of the Uchiha clan can control Nine Tails."
Hiruzen glared at Danzo "Are you saying it was an Uchiha who summoned Nine Tails?" he asked.
"I am," Danzo asserted, and Hiruzen held his breath and continued to glare.
The two Councilors watched over the fierce back and forth with closed mouths, while Danzo continued. "The treatment of the Uchiha's during the Great War, Fugaku refused to comment when the Fourth was decided on. Dissatisfaction with the village has been growing among the Uchiha clan in recent years." he told him.
Hiurzen shook his head, "I don't agree. They wouldn't do something to harm the one hokage that has had good relations with them"
Danzo tapped his cane angrily, "Members of the Root have been looking carefully into the movement of the Uchiha's. It is a fact that the Uchiha's are dissatisfied."
Hiruzen sighed "That's a long-standing-"
The self-assured Danzo cut Hiruzen off. "That's not all!"
Hiruzen glared at him for cutting him off but Danzo continued "Those who lived through the Great War are beginning to despair that even a rare genius like 'Wicked Eye' Fugaku must resign himself to being the head of the Military Police Force. That disappointment with the village will someday become a serious dissatisfaction, and lead to an attack on Konoha." he told him assertively.
Hiruzen massaged his temple, annoyedly, "Still that being said, don't you think you're being a bit hasty in declaring the Nine Tails incident the fault of the Uchiha's? If it wasn't for the Uchiha gravely wounding the fox, Minato might not have been able to seal the fox" He Commented
Danzo scoffed, "This is not the kind of thing you can simply let slide just because you have no positive proof Hiruzen! Listen, the only thing that can control Nine Tails is the Uchiha sharingan and Kushina even reported that the Masked man had a Sharingan. That is a fact! For all you know they could have summoned it to earn prestige by defeating and get Fugaku into the 5th Hokage position"
Hiruzen faltered, but Danzo continued "At any rate don't forget they were ordered to not approach the beast and they disobeyed that is reason enough, we must gather the Uchiha clan together in one spot and push them to the edge of the village. And we should do it now, while we can do it in the name of town planning after the Nine Tails attack."
Faced with the relentlessness of the man who embodied the darkness of the village, the other three could only remain silent.
Uchiha Clan Compound
As this meeting between the higher ups of the village was going on there was another one between the Uchiha clan.
Fugaku, Roku, Pakura and the 2 elders sat in a room together drinking tea. They hadn't gotten much sleep dealing with the destruction and problems in the village but they needed to discuss what had happened the night before.
Fugaku was the first to speak up, "Roku and have a lot of questions but I will keep it short, I don't need to know everything just who is this woman?" he glanced at Pakura. He had never seen her before and a random ninja appearing at such a dangerous time was worrying.
Roku glanced at Pakura and nodded, she took down her mask and turned to Fugaku, Fugaku eyes widened and jumped up.
Just as Fugaku Stood up and was about to question her, Roku stopped him "Just let her talk first, that should clear everything up"
The elders on the side just stared in shock while Fugaku looked at them and sat down turning towards Pakura in suspicion.
Pakura looked around and sighed. She then began to tell her story.
The night was quiet. The negotiation between the mist and sand had been going on for a long time, but it had come to a halt recently. But after a long negotiation Pakura and her squad had been sent as the envoys to finalize the deal.
The group sat together beneath the roof of a tent near the hidden mist border. Moonlight filtered through the open tent flap.
Inside the tent sat a table, on the table sat a set of sake and shot glasses. Around the table sat the heads of this envoy. Pakura sat around the table conversing with the 2 Elders from the Village, and even Rasa's student Baki.
Rasa, that name sent conflicting feelings through her mind. While she was disappointed in losing the Kazekage's race to him, she couldn't blame anyone but herself. She was too outmatched, rasa was the third Kazekage's student and he had the gold sand Kekkei Genkai allowing him to mine for gold to help with budget issues. But even beside all that the biggest problem was that he even was stronger than her, she couldn't beat him in any aspect.
Sure she could argue that she had to make her own Kekkei Genkei with no help while he had the 3rd Kazekage to teach him or that she was younger to argue that her potential was better. But potential doesn't mean anything when the village was at its last legs and needed a strong fighter to take the helm.
While she was contemplating her failures she noticed the 1st elder speak up. "Pakura when we meet the hidden mist delegation don't rile them up, they have a lot of hatred for you after all you made them retreat with their tails tucked between their legs" he laughed.
She smiled, she liked this old man. He had supported her in her Kazekage bid and he even had given her a lot of help when she was just starting out. "Your right i am just your protection as long as they don't do anything stupid i won't either"
"Okay good, have a drink," Elder Ryu said, handing her a sake glass and then pouring the sake up to the top. "You earned it."
She took the cup, and downed it in one gulp, as she drank it she felt weird. The liquid tasted normal, nothing felt amiss. But deep inside her instincts screamed, she coughed and she began to feel sick. Her fingers spasmed, dropping the cup. It hit the table with a thud.
