Being stimulated by the two Pokémon Ash had just obtained, Gary immediately made up his mind and said, "Ash, I've decided, I'm also going to Vermilion City's port to find Lugia!"

The offshore area of Vermilion Port is the convergence point of two different ocean currents, and the Lugia species has a habit of moving with ocean currents, so there should be a Lugia's lair deep beneath the sea nearby."

After Ash received the information Gary got from the Sakuragi Research Institute, he briefly investigated the ocean conditions near Vermilion City.

"Ash, you really know a lot." Misty gave Ash a thumbs up.

"Ash, if Lugia is really deep underwater, how do you plan to make it surface?" Brock asked.

Gary was also very curious how Ash would make Lugia appear.

Gary nodded, then walked to the stern and released his Blastoise.

An hour later, Gary's Blastoise re-emerged from the sea and returned to the boat. Ash knew at a glance that it had come up empty-handed.

Just as Ash was hoping his Pokémon would return with good news, dense dark clouds suddenly gathered in the sky less than fifty nautical miles from their location. Immediately after, the originally calm sea became turbulent, and then several water spouts appeared before Ash's eyes.

The world changed dramatically, strong winds picked up, and the small boat Ash and the others were on gradually lost control.

"The weather at sea is really outrageous. How did a storm suddenly brew?"

Gary quickly instructed the person in charge of the helm to quickly head towards the coast.

Ash said excitedly, "It's not the weather that's outrageous; it's that we're lucky. We found it."

"Hiss!" Gary was ecstatic, then said to the helmsman, "Turn around quickly and head towards Lugia!"

Upon hearing this, the helmsman only thought Gary was crazy. He explained, "Young Master Gary, no! If we head into the center of the storm, this boat will sink!"

"It's fine, if this boat sinks, we can just buy another one. Lugia is much more valuable than a boat!"

How could a mere small boat compare to the Legendary Pokémon Lugia?

"Gary, the helmsman is right. If this boat goes there, it'll be overturned in less than three minutes." Ash, however, agreed with the helmsman's idea.

Gary's eyes were fixed on Lugia: "Then what should we do? It's fifty nautical miles away. Catching Lugia is almost impossible."

Just then, the water spouts swirling around Lugia suddenly dispersed, revealing Lugia's massive blue and white bird body.

Lugia's appearance, even though it was seventy nautical miles from the shore, was still spotted by some sharp-eyed Trainers.

In a dark corner of Vermilion Port, a shifty figure was staring intently at Lugia.
