The God Realm.
Sol, the Sun God, was currently listing the names of the High Gods under his command. Three High Gods had left his branch of government after he failed to investigate or support the investigation into the artifact theft.
Divine Artifacts were extremely rare and exceptionally difficult to craft. Among the hundreds of clans, only fifteen possessed heaven-grade artifacts, and twenty possessed earth-grade ones.
The God Realm possessed a number of High Gods, but no one ever had the chance to see the Divine Artifacts, let alone use them. The major god clans kept these artifacts in their treasure vaults, not letting them out for years. The clan elders would only release them when a genius with the potential to become a God King was born within the clan. Even then, they would only be given to extremely rare War Gods. Otherwise, they would simply remain buried in the vaults.
