Kenshin didn't restrict movement, allowing returns home to invite more friends and relatives, provided they worked devotedly and obeyed the law.

Without delay, Kenshin quickly selected a dozen reliable, non-stupid women and infused their minds with knowledge equivalent to elementary school from his past world, but excised many subjects, leaving only essentials.

This was the first brick in building a new world's foundation. The more he analyzed his situation, the more convinced he was that success required technology and scientists—otherwise, even the "system" wouldn't save him and his loved ones from the universe's harsh laws.
