Chapter 78 - Chapter 77: The Superhuman Registration Act

Early August, inside the Avengers Base.

[Borsalino Portrayal Progress +0.1%]

Kai was not surprised that his portrayal progress had only increased by 0.1%.

Ever since his portrayal of Kizaru reached 70% three days ago, the daily progress had slowed from 0.2% to 0.1%. The same thing had happened when he portrayed Kyogoku Makoto after hitting 70%.

Kai put down his teacup, opened the system, and the detailed panel appeared before him.

God-tier Portrayal System

Name: Kai

Age: Nineteen

Portrayal Templates: Kyogoku Makoto (Portrayal Progress: 92.5%)!, Borsalino (Portrayal Progress: 70.3%, Third Portrayal Template unlocks when progress reaches 80%)!

Abilities: Monster Physique, World-Class Karate, Grand Swordsman-level Swordsmanship, Conqueror's Haki, Armament Haki, Observation Haki, Glint-Glint Fruit (Unawakened), Marine Six Powers.

Ever since he rescued Tony Stark from Hell, Kai had been slacking off to raise his portrayal progress. Three days ago, he finally reached 70% and awakened Conqueror's Haki.

Although it was only at the initial stage and he could not yet coat it, it was still enough to instantly defeat cannon fodder.

After reaching 70%, Armament Haki had undergone another qualitative change, and Observation Haki had awakened the ability to hear the voices of all things.

He could even temporarily predict the future by pushing Observation Haki to its limit. His overall strength had increased several times compared to 60%.

Now he could truly face off against father-level powerhouses without falling behind.

Thinking of this, Kai closed the system and once again suppressed the urge to become stronger.

Challenging this and that was so troublesome. Wasn't it better to drink tea, read newspapers, and slack off at work every day?

Another beautiful day.

"Kai, the Secretary of State has arrived at the Avengers Base by helicopter. Steve wants us to gather in the conference room!" Pietro walked in and said to Kai.

"The Secretary of State is here?" Kai closed his laptop, lazily leaned back in his chair, and said, "It must be about the Superhuman Registration Act. So troublesome."

Kai got up and walked out, then looked at Pietro. "Where's Tony?"

"He's still in the lab at the Base researching his suits. I haven't had time to call him yet."

"You go to the conference room first. I'll go get Tony."

Pietro shrugged and left.

Arriving at Stark's lab, Kai saw Tony typing away on the computer while a suit sat on the test bench.

Kai walked forward while eating an orange. "Upgrading your iron shell again?"

Hearing Kai's voice, Tony Stark didn't turn his head. "I'm thinking what would happen if I imbued the suit with a layer of magic.

But unfortunately I don't know magic, and I don't know where to get a magician, so without a concrete comparison I can only rely on imagination to modify its performance."

Tony looked up at Kai. "Half a month ago, when Stephen Strange from another universe took me away, he effortlessly peeled Veronica open with dark magic.

At that time my suit was shattered everywhere and I had no ability to resist in front of him. He even slapped my soul out of my body.

Damn it, I don't want that to happen a second time!"

Watching Tony speak indignantly, Kai handed him half an orange. "So because of that Stephen Strange, your anxiety is acting up again?"

"How is that possible?" Tony took the orange and ate it.

"Ever since I carried the nuclear bomb through the wormhole I've been very anxious, always worrying about what to do if aliens invaded Earth again.

But ever since I met Stephen Strange from another universe and my soul was dragged into the Hell Dimension, I suddenly found that my anxiety had miraculously disappeared!

You know, compared to an alien invasion of Earth or the Avengers failing and Earth falling, what's even more terrifying is the collision of multiverses or demons from Hell coming to Earth through dimensional gates.

But I don't feel any anxiety about that at all!"

Tony spread his hands and smiled at Kai. "How about it? Pretty amazing, right?"

"It's quite amazing, but what's even more amazing is that the Secretary of State has personally come to our Avengers Base!" Kai said with a hint of sarcasm. "He must be here with the Superhuman Registration Act! So troublesome."

"The Superhuman Registration Act?" Tony's expression instantly turned angry.

"Damn it, when that Stephen Strange with the rotten face kidnapped me, he said he wanted to fulfill some wish of trading one world for another, and he might be secretly plotting some world-destroying conspiracy right now!

During those days I wandered in the Hell Dimension, I saw countless shattered weapons of superheroes and the wreckage of destroyed worlds.

Under such circumstances, those idiots in Congress actually want to turn the Avengers into their tools to achieve political promotion?"

Tony slammed his laptop shut and cursed, "FUCK, to hell with the Superhuman Registration Act. They want to use public opinion to pressure us? I'll just pull out 100 million U.S. dollars and let public opinion crush them!"

Tony angrily picked up his phone and dialed a number. Kai stood there leisurely with his arms crossed, continuing to eat his orange.

Inside the Avengers conference room.

Holding documents and displaying slides, the Secretary of State looked at the Avengers members sitting on both sides of the long table.

"I know that asking you superheroes to sign this registration agreement will surely cause some dissatisfaction. But gentlemen, power can only ensure the safety of the public when it is restrained."

He continued showing slides. "The New York Alien War, the Yellowstone Incident, the New York Suicide Bombing, the Hell Monsters, and the hundreds of Hulk incidents at the Washington Monument Plaza."

Looking at the slides showing various disasters and rising casualty figures, the Secretary of State said earnestly, "Congress doesn't want to restrain you, but these disasters have already caused countless citizens to feel panic!

Look at the public's comments about you online, gentlemen. The Avengers' actions need to be supervised. Of course, after signing this agreement we will also provide all the help you need!"

"So troublesome…" Kai threw an orange segment into his mouth. "I only have one question."

"Kai, what is your question?" the Secretary of State asked.

"Are you implying that all these disasters are the responsibility of the Avengers?"

"That's not it, but because of you…"

"But what would be the consequences of these incidents you mentioned if there were no Avengers?" Kai leaned back lazily in his chair.

"In the battle between New York and the Chitauri, if it weren't for us, you might be flattering Loki right now! And I remember that when we were fighting desperately against the aliens, someone launched a nuclear bomb wanting to eliminate us along with millions of New York citizens, didn't they? Is this what you call restraint and providing help?"

"Exactly. I have the most to say about this. After all, I was the one who carried that nuclear bomb through the wormhole," Tony Stark said.

"Yes, I can't imagine what would have happened to millions of people if Tony hadn't carried the nuclear bomb into the wormhole back then!" Steve Rogers added.

"That nuclear bomb was not launched by our orders," the Secretary of State explained. "During the Battle of New York, we also dispatched the National Guard to—"

"What about the Yellowstone Incident then?" Natasha retorted.

"If it weren't for the Avengers, once the rising Yellowstone Canyon fell, the only outcome for humanity would be complete annihilation. And there was the New York Suicide Bombing and the Blood Ancestor incident."

"Perhaps in these incidents thousands of people did die, but without the Avengers all the citizens of New York City would have died!" Tony continued.

"At that time, what orders would your Congress members issue? Continue to launch nuclear bombs to flatten the Blood Ancestor and all of New York? Wow, you guys are definitely capable of that!"

Listening to the Avengers speak one after another, the Secretary of State frowned. "Although the Superhuman Registration Act was drafted by me, it wasn't my sole decision.

Gentlemen, this proposal has already been voted through by Congress, and the public already has a very deep fear of you. You only have one week to consider.

If after one week you still refuse to sign this agreement, then…"

"Then what? You'll order our arrest?" Kai ate his orange without a care, but the Mind Stone instantly activated.

"Mr. Secretary of State, you said the Hulk incident at the Washington Monument Plaza caused great panic among the public, right?

But according to our investigation, these human experiments that created the Hulk were entirely orchestrated by Samuel Stern.

Furthermore, Samuel Stern is your Secretary of State's chief aide. Mr. Secretary, can you tell me if you, as Secretary of State, were aware of all the inhumane and illegal human experiments Samuel Stern was secretly conducting?"

Under the influence of the Mind Stone, the Secretary of State answered without hesitation, "I was indeed aware of everything Samuel was doing in secret, and I did not stop him. But that doesn't mean it has anything to do with this registration bill."

"So who proposed this Super Hero Registration Act?"

"It was Samuel."

Listening to the Secretary of State's answer, the Avengers members were in an uproar. Only Tony Stark and Steve looked at the ring on Kai's finger, which held the Reality Stone.

The Secretary of State, seemingly oblivious, continued, "Ladies and gentlemen, you only have one week to consider. After one week, if you still refuse to sign this proposal, then what awaits you will be a warrant from Congress!"

He put away the documents and left.

Watching the Secretary of State leave, Tony gave Kai a thumbs up.

"I knew the gem you got from Loki's scepter would have an unexpected effect! Jarvis, did you record the content of the meeting just now?"

"Yes, sir! As per Mr. Kai's request, I have fully recorded the content of the meeting just now."

Tony smiled at everyone. "With this video, the initiative is in our hands!"

"I'm afraid it's not that simple!" Steve frowned.

"Since those congressmen want to control the Avengers, they must have other methods. And this registration bill has already been passed by Congress. Then perhaps we should start with the nine lifetime justices of the Supreme Court!"

Steve said to Jarvis, "Jarvis, send me a copy of the video you just recorded!"

"Alright, Captain Rogers!"

Steve picked up his coat. "Everyone, we only have one week, so we must resolve this matter within a week. Leave the nine justices of the Federal Court to me, and Tony, you're in charge of public opinion!"

"That's simple!" Tony spread his hands. "Leave it to me."

Three days later.

Congress had been guiding public opinion, but as Tony Stark poured in large sums of money, the wave of support for the Avengers instantly drowned out the narrative.

As more voices supporting the Avengers appeared online, every congressman felt public opinion slipping out of control.

Inside the Secretary of State's office, the Secretary of State hung up several calls and told his subordinate, "Go call the people from the propaganda department and arrange a press conference. I want to personally—"

Before he could finish, his secretary burst in looking flustered. "Mr. Secretary, please look at this."

The secretary handed over a laptop with sweat on his forehead.

The Secretary of State opened the video and saw his own words from the Avengers Base conference room circulating everywhere online — especially the part where he admitted knowing about Samuel Stern's human experiments.

The Secretary of State suddenly felt his vision go black. "FUCK, I didn't say anything like that!!!"

He angrily smashed the laptop to the ground and roared at his subordinates.

His subordinate quickly closed the door. "Sir, now is not the time for anger. Please calm down! It's too late to block it. What we need to do now is figure out how to explain the content of this video clearly!"

"It must be the Flash. It must be those people from the Avengers!" The Secretary of State leaned on the table, his body trembling.

"They must have used special abilities to make me say that. Damn it, it must be like that! No, I need to hold a press conference immediately to clarify things, otherwise I will definitely be impeached."

"Sir, the public already distrusts politicians, and public opinion supporting the Avengers is growing stronger. If you come out at this time, the angry public will not only disbelieve your explanation but may even attack you."

Hearing this, the Secretary of State slumped into his chair. "It's over… everything is over."

In the office of a Supreme Court Justice, elderly Justice Erik watched the viral video and the furious public comments, then sighed and looked at Steve Rogers. "I never thought the Secretary of State would do such a thing!"

Steve spoke sincerely, explaining why the Avengers could not be shackled. At the end he said, "Mr. Erik, you should know Kai, the Flash.

As a friend and comrade in arms, I understand his character very well. Earth needs a powerful guardian like Kai, so please don't hurt his heart and push him to the other side of humanity."

Justice Erik stood up and extended his hand. "Thank you for saving this country seventy years ago, and thank you for still fighting for this world seventy years later. I will seriously consider this matter."

At the same time, in San Francisco at Robert Jr.'s home.

Stephen Strange, his face shrouded in black mist, watched Tony Stark appearing on various shows in his armor, speaking flashily about superheroes saving the world and refusing to sign any damn registration act. Strange crushed the beer can in his hand, his eyes filled with deep gloom.

This was completely different from his own world. Tony Stark actually didn't agree to sign the act that would split the Avengers!

Behind him, Robert Jr. dropped the mummified corpses he was holding and walked over. "Teacher, what's wrong?"

Strange's tone became gentle like a father. "Not urgent for now, Robert. The Avengers are my enemies. But to destroy these enemies, one needs patience!"

"I understand, Teacher!" Robert Jr. nodded, then turned back to deal with the shriveled corpses. His eyes flickered with an inexplicable glint as Tony's voice continued from the TV.

The next morning, in Kai's room.

"Tony Stark is really hogging the limelight now, Kai. It's already the fourth day. What do you think the final outcome will be?" Wanda came out of the bathroom wrapped in a towel, smiled, and pounced on Kai. "Get up quickly!"

Kai sat up, took the towel, and wiped Wanda's wet hair. "Now public opinion has completely turned in our favor. And because of the video where the Secretary of State admitted everything, the public is in an uproar.

It's obvious that the public's trust in congressmen has plummeted to its lowest point. There are even countless people taking to the streets to protest every day, from New York to Washington."

After drying her hair, Kai patted Wanda's butt. "Get dressed. Let's go eat breakfast."

In the restaurant, Pietro greeted them with a slightly strange look toward Kai.

Wanda glared at him. "Why are you still standing there like an idiot instead of eating breakfast? Do you think Natasha's breakfast isn't good?"

"What's wrong with the breakfast I made?" Natasha sat next to Wanda and smiled at Pietro.

"No, no. It's very rich," Pietro quickly replied.

Everyone ate breakfast while watching protest marches on TV.

"I estimate that the Secretary of State is about to step down," Natasha said, smiling at Kai.

"The online public opinion against Congress is getting sharper and sharper. If Mr. Secretary of State doesn't voluntarily resign, the House of Representatives will definitely propose impeaching him.

Do you know? From yesterday afternoon until now, our Avengers Foundation has received nearly seven million more in civilian donations!

Many people even apologized to us online for their previously radical remarks. It seems that this time Tony's financial public opinion war has been a complete success.

Oh, where's Tony?"

On the street, Tony Stark flew in his armor and looked smugly at the protesting crowds. "How's that, Jarvis? I told you I could easily resolve this Super Hero Registration Act."

Jarvis replied humorously, pointing out that Kai's Mind Stone moment had ignited the real public anger while Tony's financial strategy contributed about twenty-five percent.

"Twenty-five percent?" Tony rolled his eyes inside the armor. "Jarvis, ever since I restored you, you've become more and more 'intelligent'."

"Thank you, sir. I'll take that as a compliment!"

Suddenly Jarvis alerted him to a fierce robbery three blocks away. Tony immediately flew there.

At the scene, Little Robert walked out holding a hostage and a gun, taunting the Avengers on live camera.

When the police fired, the bullets clattered harmlessly to the ground. Robert waved his hands and sent several police cars flying with an invisible force.

He laughed and shouted at the cameras, "Tell those useless Avengers to come here, or I'll kill everyone here today!"

Tony Stark descended from the sky in his armor. "Wow, kid, does your mom know you're using your superpowers to commit evil?"

"Bastard, don't mention my mom!"

When Tony mentioned his mother again, Robert's eyes turned red with rage. He clapped his hands and sent Tony's armor flying several meters.

Tony clicked his tongue. "What an unlikable kid!"

Tony raised his hand and fired a repulsor blast at seventy percent power. Robert absorbed the energy and blasted it back. Tony dodged, destroying the building behind him.

Jarvis analyzed, "Sir, according to analysis, this superhuman can absorb the opponent's attack power during combat and convert it into his own strength for release."

Tony landed on the ground. Robert kept shouting at the cameras, enjoying the sight of a superhero being helpless.

"Hey, kid, I think you should get some good sleep." Tony raised his left arm and sprayed white anesthetic smoke.

Enveloped by the smoke, Little Robert stumbled, tried to stay conscious, and then fell to the ground with a thud.
