Impel Down is located near the Calm Belt of the South Blue. Since the jailbreak caused by Straw Hat, Fire Fist Ace, and the Demon Girl two years ago, the prison's defenses have been significantly bolstered. The secret passage between levels five and six was discovered and destroyed by the jailers. Following the escape, Magellan voluntarily accepted a demotion to Deputy Warden, while Hannyabal fulfilled his dream of becoming the Warden.
Life in Impel Down has been quiet for two years because most of the prisoners escaped during the previous incident. Level six is effectively empty, housing only Doflamingo, who was recently incarcerated.
Magellan walked toward the depths of the prison with heavy footsteps and a serious expression. He carried a newspaper he had received that day. Although News Coos cannot fly over the Calm Belt, Impel Down uses special channels to obtain outside news. Upon reading the headlines, Magellan chose to seal the information. He felt it was necessary to bring the news to Doflamingo, both out of a tacit agreement to keep the prisoner compliant and a hope that the reality of the situation would deter Doflamingo from pursuing his dangerous path.
"Fufufufu, you're here early today, Magellan. Is there some big news outside again?" Doflamingo asked as the sound of chains echoed in the cell.
Magellan paused, looking at Doflamingo, who was tightly bound with Sea Stone chains. "It's already afternoon, Doflamingo!"
"Is that so? I've only been locked up here for three days, and I'm already having trouble distinguishing day from night. This really is a place that can drive people crazy, fufufufu. So, is there any big news today?"
Magellan hesitated before throwing the newspaper into the cell. As he observed Doflamingo, he witnessed the prisoner's complex emotional shifts, which eventually culminated in a fit of mad laughter.
"Fufufufu, so that's it, so that's it! I finally understand! Everything Kaido said—were we all just tools? Sun God Nika... he knew all along that my battle with Straw Hat was destined for my defeat. Yes, how can a human possibly defeat a god!"
Magellan felt an ominous premonition. "What do you mean? What does this have to do with Kaido? Wasn't this reported by Morgans?"
"Fufufufu, Morgans? You think too highly of that stinking bird. Only Kaido could have known all this. He knew from the very beginning, from the first time we met. Was everything he did in preparation for this moment?" Doflamingo stopped speaking and only continued to laugh maniacally, the sound echoing throughout level six and terrifying the Deputy Warden.
Magellan left the cell, feeling it necessary to report this to the World Government and the Marines. He felt that the world's focus on the "three children of destiny" had caused them to neglect the truly dangerous monster: Kaido of the Beasts.
Suddenly, a violent tremor shook the entirety of Impel Down. The prison began to rattle as if struck by a massive earthquake, and cracks appeared in the walls, allowing seawater to seep in. Magellan rushed back to the elevator to ascend.
As he reached the sea-level floor, he found chaos. Jailers were sprawled on the ground, and a scream echoed from the monitoring room. A disheveled jailer pointed at a screen showing a Den Den Mushi feed from underwater. Magellan's pupils constricted. In the sea surrounding Impel Down, a massive whirlpool had formed. A body resembling an ancient demon was coiled around the entire prison, pushing away nearby Marine warships.
Magellan realized the prison was being attacked by Ancient Sea Kings—monsters large enough to coil around a structure many times larger than a small island. It was unheard of for Sea Kings to attack Impel Down.
Magellan transformed into a liquid purple poisonous dragon and flew out through the main gate to investigate. When he reached the surface, the sky was overcast with lightning and thunder. A true dragon blotted out the sun, its body tens of thousands of meters long. Even a single scale on its massive frame was larger than a Marine warship.
Under Magellan's terrified gaze, the dragon's tail dragged the mountain-like Impel Down into the sky as if it were a mere toy. The dragon then used a claw to slice open the walls of the prison—walls forged from Sea Stone that even Sea Kings could not breach—and reached into the facility.
A thunderous voice boomed from the beast: "Hey, Doffy, how long are you going to read that newspaper? It's time to get up and move..."
