"There's actually an advantage to this cover identity," Rowan analyzed as they walked. "It gives us greater freedom of movement without risking exposure of the company's secrets. Besides, this kind of identity will be much easier for both planets to accept."
The two headed to the equipment division to collect the specialized gear prepared for the mission.
The equipment included forged identification documents, encrypted communication devices, and a selection of weapons appropriate for civilizations with relatively low technological development.
Silvermoon picked up what appeared to be an ordinary laser pistol and examined it curiously.
"These weapons look primitive," she remarked. "Though for us, whether we carry weapons or not doesn't really matter."
"It's mainly to maintain the credibility of our identities," Rowan explained. "If we defeated an entire army with our bare hands, that would raise more suspicion than anything else."
Next, they visited the archives and spent several hours studying detailed information about the two civilizations of the Tana System: their histories, cultures, political structures, economic systems, and diplomatic records.
For a mission involving diplomacy, such preparation was essential.
"Tana Prime operates under a federal system," Silvermoon read aloud from one of the reports. "Its government consists of representatives from seven continental regions. Their culture places a strong emphasis on maritime trade and oceanic exploration."
"Tana Secundus, on the other hand, has a centralized government controlled by a single ruling authority," Rowan added as he reviewed another file. "Their culture glorifies strength and conquest. That political difference alone may be one of the underlying causes of this conflict."
"Have the two planets ever cooperated in the past?" Silvermoon asked while turning another page.
"They have," Rowan replied after finding a historical record. "About fifty years ago, they worked together to prevent a major asteroid impact. According to the records, their cooperation was highly successful, and they even signed a treaty of friendship afterward."
Silvermoon frowned.
"Then what happened? Why did their relationship deteriorate?"
"The archives don't explain it clearly." Rowan narrowed his eyes. "They only mention that tensions gradually increased over the last decade."
He closed the file.
"That's another question we'll have to investigate ourselves."
The afternoon arrived quickly.
Rowan and Silvermoon met at the docking platform and prepared to board the stealth reconnaissance vessel assigned to their mission.
From the outside, the ship appeared ordinary, but beneath its simple exterior lay state-of-the-art cloaking technology and a hyperspace engine capable of superluminal travel.
"Ready?" Silvermoon asked after completing one final inspection of her equipment.
"Ready." Rowan nodded.
"Let's hope this mission goes smoothly."
Silvermoon gazed thoughtfully at the ship.
"I have a feeling this won't be a simple mediation assignment."
"You think there's something more going on?"
She nodded.
"Definitely. There are too many things we don't know yet."
"No matter what awaits us," Rowan said firmly, "we have to do everything we can."
He looked toward the stars.
"Preventing the destruction of two civilizations is our responsibility."
After a week of interstellar travel, Rowan and Silvermoon's stealth vessel finally arrived in the Tana System.
Through the observation window, they could see the system's orange-yellow star radiating a warm, gentle light. Eight planets revolved around it in graceful orbits.
Among them, two worlds immediately stood out.
One shimmered with endless blue oceans.
The other displayed a mixture of green plains and brown continents.
"Tana Prime and Tana Secundus are both within visual range," Silvermoon said, pointing toward the display.
"They're beautiful."
She paused.
"It's hard to believe planets this beautiful could be on the verge of destroying each other."
"Beautiful appearances often hide complicated realities," Rowan replied while studying the star charts.
"We'll proceed according to plan."
"First, we'll establish contact with Tana Prime."
The captain of the reconnaissance vessel was an experienced veteran.
He carefully maneuvered the ship to avoid the detection systems of both worlds.
"Our scans indicate that Tana Prime has deployed a large number of military satellites and orbital defense platforms," he reported.
"It appears they're genuinely preparing for war."
"What about Tana Secundus?" Rowan asked.
The captain's expression darkened.
"Worse."
"Their entire fleet has assembled near the disputed region."
"Our energy scans also indicate that a significant number of nuclear weapons are currently on standby."
"They're both acting as though war could begin at any moment."
Silvermoon frowned.
"The situation is even more serious than we expected."
"Let's avoid drawing conclusions too quickly," Rowan replied calmly.
"We need firsthand information."
"According to the plan, we'll contact Tana Prime's government first and determine their actual position."
The stealth ship continued toward Tana Prime.
As soon as they entered the planet's communication range, Rowan activated the communications system.
"This is the Galactic Peace Organization's mediation delegation."
"We have arrived to assist in resolving the ongoing conflict within the Tana System."
"We respectfully request a meeting with representatives of your government."
The response came only minutes later.
"The Galactic Peace Organization? We have never heard of such an organization. Please provide additional proof of identity."
Rowan had anticipated this.
He immediately transmitted a complete package of carefully prepared credentials and organizational records.
The documents described the history, purpose, and authority of the Galactic Peace Organization in convincing detail, enough to satisfy the scrutiny of a developing civilization.
Approximately thirty minutes later, a second response arrived.
"The representatives of the Galactic Peace Organization are welcome on Tana Prime."
"Our Federal Government is willing to meet with you."
"Please land at the International Airport of Seawatch City. An official delegation will be waiting to receive you."
Silvermoon finally relaxed slightly.
"So far, so good."
"At least they're willing to talk."
"This is only the beginning," Rowan reminded her.
"The real challenge starts now."
"And remember."
"We remain neutral."
"We cannot allow either side's narrative to influence our judgment."
The reconnaissance vessel descended according to the designated flight corridor and landed at Seawatch City's international airport.
The city itself was impressive.
Built along the coastline, it featured towering skyscrapers and advanced infrastructure, yet its architectural style reflected a distinctly maritime civilization.
Many buildings incorporated elegant wave-like designs.
As soon as Rowan and Silvermoon stepped off the ship, a group of officials dressed in formal attire approached them.
Leading the delegation was a tall, middle-aged man with a stern face and the insignia of a high-ranking government official.
"Welcome to Tana Prime."
He extended his hand.
"I am Foreign Minister Carlisle."
"Thank you for the Galactic Peace Organization's concern regarding our system's crisis."
"It's a pleasure to meet you, Minister Carlisle."
Rowan shook his hand.
"My name is Rowan, mediation envoy of the Galactic Peace Organization."

"Excellent."
Visible relief appeared on Carlisle's face.
"We desperately need outside assistance."

"We simply cannot tolerate their actions any longer."
Silvermoon noticed the bias in his words immediately.
She exchanged a brief glance with Rowan.
It appeared that Tana Prime already viewed them as potential allies.
"Minister Carlisle," Rowan replied diplomatically, "our mission is to conduct an impartial mediation process."
"We need to hear the perspectives of both parties."
"That said, we would certainly like to understand your situation first."
"Of course, of course."
Carlisle quickly nodded.
"We've already arranged a full briefing."
"Please, follow me."
The delegation boarded government vehicles and traveled toward the Federal Government complex.
Along the way, Rowan observed a prosperous city.
Traffic flowed continuously through the streets.
Restaurants and businesses remained crowded.
Yet beneath the appearance of normality, he noticed troubling signs.
Mobilization posters covered many buildings.
Soldiers patrolled major intersections.
Temporary air raid shelters had been erected in public parks.
"The atmosphere of war is everywhere," Silvermoon quietly transmitted through their private communication channel.
"Yes," Rowan replied.

"We need to discover what's really happening."
The Federal Government building was an imposing structure designed in traditional maritime style.
Its exterior featured blue-and-white patterns, and its roof curved like ocean waves.
Seven massive stone pillars stood in the plaza outside, representing the seven continental federations.
Inside the conference chamber, Minister Carlisle had assembled an extensive briefing team.
Government officials, military representatives, and economic advisors were all present.
"Allow me to begin by introducing Tana Prime itself," Carlisle announced as he stood before a massive planetary map.
"Our world is dominated by oceans."
"The seven continental regions are spread throughout the seas."
"Our civilization developed around maritime trade and oceanic exploration."
The map confirmed his explanation.
Land accounted for only thirty percent of the planet's surface area, divided among seven major continents.
"Our political system is federal," Carlisle continued.
"Representatives from all seven continents participate in the unified government."
"Major decisions require democratic approval."
"Although this system can be inefficient, it guarantees fairness and stability."
A military representative then stood.
He was a heavily built general with a thick beard.
"Tana Secundus operates very differently," he said grimly.
"They live under authoritarian rule."
"All decisions are made by a single supreme leader."
"That system encourages militarism and expansionism."
"Please explain how this conflict began," Rowan said directly.
Carlisle's expression immediately darkened.
"It all began with the asteroid discovered three months ago."
He pointed toward a star map.
"According to the Tana System Peace Accord signed fifty years ago, that asteroid lies within our territory."
He highlighted the asteroid's position.
"It is located between our orbital zones."
"However, according to gravitational boundary calculations, it falls within our jurisdiction."
"By treaty law, it belongs to us."
"But Tana Secundus ignored the treaty entirely," added the Minister of Economics, a sharp-looking woman.
"They invaded and seized the asteroid by force."
"Their actions amount to nothing less than piracy."
Silvermoon examined the documents carefully.
"Could we see the original treaty text?"
"Certainly."
Carlisle immediately ordered an assistant to bring copies.
"This treaty formed the foundation of cooperation between our worlds."
"Tana Secundus has betrayed it completely."
Rowan studied the document in silence.
It was indeed a detailed agreement.

Silvermoon nodded slowly.
"That's certainly an enormous amount of wealth."
"But is it enough to justify war?"
"We never wanted war," Carlisle insisted immediately.
"Tana Secundus was the first to use military force."
"When our survey teams were conducting legal operations on the asteroid, their warships suddenly appeared."
"They expelled our personnel."
"And they sank two of our transport vessels."
The general's expression turned grim.
"Thirty-seven of our people died in that attack."
"It was a massacre."
"We cannot allow their sacrifice to be forgotten."
The atmosphere in the room became heavy.
Every official present wore expressions of anger and grief.
"We understand your outrage," Rowan said carefully.
"But violence only creates more violence."
"The priority now is preventing an even greater tragedy."
"We've already shown enormous restraint," Carlisle said bitterly.
"Our military repeatedly demanded immediate retaliation."
"But the Federal Government continued searching for a peaceful solution."
"Then why has the situation deteriorated this far?" Silvermoon asked.
"Because Tana Secundus keeps escalating."
The general's voice shook with anger.
"They not only occupied the asteroid."
"They've concentrated massive military forces along our borders."
"They've even threatened to attack our capital."
"And," the economics minister added, "they've suspended all trade relations."
"They've cut off diplomatic communications entirely."
"It's clear they intend to sever all ties."
Carlisle walked to the window and stared at the distant skyline.
"We truly do not want war, mediators."
"Our civilization was built upon commerce and cooperation."
"For us, war is always the last resort."
He slowly turned back toward Rowan and Silvermoon.
"But if Tana Secundus continues to push us toward the edge..."
"We will not simply wait to be destroyed."
Rowan met his gaze.
"Then let me ask the most important question."
"If we can arrange a peace conference..."
"Will your government agree to participate?"
