The same laws that protected people and kept them in check would not always be enough to stop certain things from happening when Balancers were involved.
If it were an ordinary case, then people would be judged by the law.
If it involved Balancers, then the law would not be so effective in governing the things that they were often involved in.
Other ways of judging right from wrong were more suited to Balancers, but during certain times, they would be used less and less.
With the chaotic era having already begun, every single Balancer would be needed.
Even if Balancers ended up fighting, resulting in the loss of life, the murderer could end up being let off.
Losing a Balancer or many of them would already be quite a significant loss.
Having to lose any more during such a time by having to confine or kill them as punishment would only reduce the number of Balancers who could fight even more.
