Kaido glared at Ragnar inside the Shogun Castle.
"Who told you to talk nonsense?"
Ragnar shrugged.
"You promised I can run the country however I want, as long as you get your money on time."
"You better not cause any more problems."
Kaido stormed off, grumbling.
Ragnar grinned.
"Hey, Uncle King, let's deal with this country and make it our biggest money mine."
King sighed and followed him.
"As you say, young master."
Ragnar walked to the conference hall, with King following behind him.

The daimyo and Oniwabanshu bowed upon seeing King and Ragnar.
"Shogun Ragnar."
He sat on the Shogun's throne.
His Conqueror's Haki flared as everyone fell to their knees.
King smirked behind his mask.
Ragnar was a monster—a born Conqueror.
The moment he was born, he had awakened his Conqueror's Haki.
When he was five, he and Lady Yamato were playing while they ate two fruits, which turned out to be mythical Zoans.
Kaido and King nearly had a heart attack that day.
A mythical Zoan was the rarest type—rarer than Logia.
There were also stories of mythical Zoans having their own will.
The one Ragnar ate was the Ryo Ryo no Mi, Mythical Zoan Model: Sky God Rayquaza.
This was a never-seen Devil Fruit. Even the name was told by Ragnar himself.
Kaido and King had very high expectations for Ragnar and Yamato.
Both had inherited Kaido's Oni bloodline and physique, plus their mythical Zoans.
But Ragnar was mostly mischievous and very protective of Yamato.
Both were twins and practically inseparable.
Both were monstrously talented.
Even though Yamato was mostly overlooked because of Ragnar's talent, she was also a monster.

Ragnar looked at everyone bowing, his expression cold.
"Understand your position. You are not that valuable and can be easily replaced, so you all better make yourselves valuable."
"Spirit of a King!"
Fukurokuju walked forward and bowed, followed by all the Oniwabanshu ninjas as they knelt.
"Oniwabanshu would like to become the Shogun's blades."
Fukurokuju genuinely acknowledged Ragnar as the Shogun now.
At first, he had thought Ragnar was just a spoiled kid of Kaido.
But that spirit of a king—and Ragnar's aura—made him genuinely want to follow him.
Ragnar nodded.
"Oniwabanshu will be my enforcers. Your duty is to keep watch over Wano. If you find anyone corrupting or not following my rules, you have my permission—execute him, no matter his rank or status."
"As you wish, my lord."
The daimyo's bowed in fear.
"We will follow the Shogun's rules." No one dare not to. Now with Beast Pirats and ninjas following him. Defying him will only mean death. Cowerdly by nature thay all decide to follow Ragnar.
King grinned and tossed a few papers to all the daimyo and Fukurokuju.
"Those are young master's Wano revival plans. Implement them now."

They started reading and froze.
"This—this? My lord, it's impossible! The wasteland near Kuri isn't suitable for farming."
"Yes, there is no source of water for far—"
The daimyo froze, remembering Ragnar's powers.
"Dig lakes there. Rain will come. The sky is my domain. Now start the farming and all other projects," Ragnar said.
"My lord, the money needed for all this—"
The daimyo of Kuri asked.
Ragnar looked at him.
"Haven't you looted enough from Wano all these years? Now pour everything back into Wano."
All the daimyo froze.
"Fukurokuju, Uncle King, supervise every project. Those who lag behind because of their daimyo will have their daimyo changed," Ragnar said.
The daimyo froze, then stood up and started running back.
They had to make sure every project started immediately.
The Oniwabanshu ninjas disappeared, following all the daimyo.

Ragnar sat and turned toward King.
"Are they here?"
King nodded.
"Bring them here."
Soon, four people walked in. All were wearing masks and white suits.
The leader greeted Ragnar.
"Congratulations to the Beast Prince on becoming the Shogun of Wano."
Ragnar waved at them.
"The trade of Seastone with the World Government has to change."
The CP leader frowned.
"And the reason?"
"Because now I am the Shogun, not that idiot. From now on, the Seastone will be sold at 5% less than market rate. And half the transaction has to be in food and other supplies for one year."
"I need to discuss it with the higher-ups."
He stood and walked out, dialing a number on his Den Den Mushi.

"We agree to the deal," the CP leader said.
Ragnar nodded.
The CP agents stood up and walked away.
Out in the open sea, the CP leader spoke into the Den Den Mushi.
"The son of Kaido appears to have a mythical Zoan that hasn't been recorded or seen before. For an 8-year-old, his aura is strong—far too strong. He likely inherited Kaido's physique."
"We weren't able to see Kaido's daughter, so we have no information on her. But Ragnar is far too calm for his age."
"Good."
A cold reply came as the call disconnected.

Inside the Room of Authority in the Holy Land—
St. Saturn looked at everyone.
"What should we do with Kaido's son?"
St. Topman Warcury rested his chin on his hands.
"A mythical Zoan never seen before… an emerald green dragon with the ability to control the weather. A troublesome ability."
"He isn't a threat yet. But we must keep an eye on him," St. Nusjuro said.
"Agreed." ×4

Inside the Shogun Castle—
Ragnar ran completely different from before as Yamato chased him.
"You bastard! You promised to take me out to play!"
"Didn't I bring you to this big castle?"
Yamato froze.
"Well, you did, but what's the point? I wanted to travel Wano, not sit in another castle!"
She pouted.
Ragnar grabbed her and spun her.
"Well, I completed my promise. Now I'll make another one—soon we will travel all of Wano. So will you wait for a while?"
Yamato huffed.
"You promise? No going back."
Ragnar smiled.
"Of course. I never go back on my promise."
Yamato pecked his cheek.
"Yep, you don't."
This time Ragnar pounced on her.
"Who said you could kiss my cheek?!"
Yamato laughed as Ragnar chased her.
Fukurokuju was speechless.
"Was this really the same person who forced everyone to kneel… and here he was, playing with Princess Yamato like a normal 8-year-old kid?"
