Chapter 9 - CHAPTER NINE: THE SENATOR

He read through the night.

Rico's file on Senator Alderman Price was four inches thick and fifteen years deep, and it was organized with the specific care of someone who had been building a case rather than accumulating documents — each piece dated, cross-referenced, linked to adjacent pieces with a system that Marcus recognized because it was similar to the system he'd used himself for his Castellano documentation.

Price had been a city councilman when the relationship with Castellano began. Not a senior figure, not particularly remarkable — a mid-level politician in a mid-level city, doing what mid-level politicians do: looking for the money that would fund the campaign that would get him to the next level. Castellano had been patient with him. That was the signature — the same patience Marcus had experienced, the long game played over years.

The mechanism was elegant in the way Castellano's mechanisms always were: three shell companies, each incorporated in different states, each receiving contributions from legitimate business entities that were themselves owned through a Castellano-connected holding structure. The shell companies donated to political action committees that supported Price's campaigns. The PAC contributions were legal, disclosed, and entirely untraceable to Castellano without following a chain of corporate ownership that required six steps and knowledge of private equity structures that most investigators didn't have.

Rico had followed the chain. He'd done it over two years, methodically, using sources that Marcus didn't fully understand but that had produced documentation that was specific and accurate.

The crown of the file: a recording from six years ago. Rico had obtained it through a source he'd identified only as "G" — probably an intermediary who'd had access to a private meeting between Price and a Castellano representative. The recording was forty-three minutes long and covered, in oblique but decipherable language, the agreement that had governed their relationship for the subsequent years: Price's office would exercise influence over specific regulatory and legislative matters; the shell company contributions would continue; if Price ever became a liability, the arrangement would be severed and "the file" — Price knew about a file, had known there was documentation — would determine what happened next.

The filing was more than enough for the documentary filmmaker Marcus had been watching. It was, potentially, enough for a criminal referral.

He sat at the desk at four in the morning with the file spread around him and thought about how to use it.

The goal was not simply to expose Price. Exposing Price would generate news coverage and potentially end his career, but it wouldn't stop the legislation — another senator could carry it, and Castellano's network was broad enough to find another instrument. What Marcus needed was to end the legislation and simultaneously sever the connection between Castellano's prison-based operations and his political infrastructure.

That required two parallel moves: public exposure through the filmmaker, which would generate pressure on Price from above, and a direct confrontation with Price in a context he couldn't control, which would generate pressure from the side. The combination would leave Price with no viable path except retreat.

He wrote for two hours, outlining the strategy. By six AM he had a plan.

He called Sofia.

She appeared in the office doorway in fifteen minutes, still in her robe, reading glasses on, Teresa's dinosaur backpack slung over her shoulder because it had been in her hand when he called and she'd forgotten to put it down.

"What did you find?" she said.

He showed her the outline.

She sat across from him and read it without speaking. She read it twice. Then she looked up.

"The filmmaker," she said. "You've been watching her for six months. Tell me about her."

"PRIYA NAIR. Forty-one, documentary filmmaker, fifteen years of work on political corruption and public accountability. She's spent two years on a piece about city government corruption in three midwestern cities. Price is one of her three subjects. She has sourcing and verification — she's thorough. She hasn't published because she's been building the chain of evidence, and she hasn't been able to close the shell company structure." He paused. "She can close it with Rico's documentation."

"Does she know about Rico's file?"

"No. She doesn't know this material exists."

"How do you get it to her without it being traceable to you?"

"Through Whitmore's office. As an anonymous source, properly handled legally, with authentication that establishes the documents' legitimacy without identifying their origin." He paused. "The legal chain is clean. Khalil came into possession of the file through Rico's estate. Khalil can donate the materials to a legal-defense nonprofit that can forward them to the filmmaker under journalistic source protection."

Sofia looked at the outline again. "The town hall confrontation. You need to appear in public. You've been trying to stay low-profile."

"I know. That changes." He looked at her. "The press conference — a proper one, at the foundation, before the town hall. Getting ahead of the public narrative. Taking ownership of the story rather than reacting to it."

Sofia was quiet for a moment. "You'll take hits."

"Yes."

"The article that's coming from Price's office — they'll publish something as a preemptive strike. Probably timed to coincide with whatever we do publicly."

"I know. We need to move first."

She nodded slowly. "One more thing." She looked at the outline. "The cooperation framework with Moss — if you accept it, you get the legal cover for the funding mechanism. But it also means another reporting obligation, another oversight structure, another set of conditions." She met his eyes. "Is that the right trade?"

He thought about it. "Yes," he said. "If Moss is what he appears to be — principled and by-the-book — then a relationship with him is protection rather than exposure. He already knows about the gap. Cooperating on the Price case gives him something he wants and converts a potential threat into something closer to a partnership." He paused. "And if I'm wrong about him — if he's not what he appears to be — then I find out through the cooperation framework before he finds anything actionable."

"You're using him the same way you used Chen," Sofia said.

"No," Marcus said. "With Chen, I was protecting something by managing her. With Moss, I'm trying to actually do the thing he's asking me to do. Those are different." He paused. "At least, that's the intention. The method looks similar."

Sofia looked at him for a moment. "I believe you," she said. "I think the intention is different." She put the outline down. "Okay. I'll draft the press conference statement. You call Whitmore about the filmmaker. And call Reyes — the Price documentation needs to be authenticated before it moves anywhere."

She stood up. "Also, your daughter is going to want breakfast in forty-five minutes and she's been asking for 'the eggs with the cheese' and I'm not doing that alone, so you need to be in the kitchen by seven."

He looked at her. "You're going to run this press conference strategy and make breakfast simultaneously."

"I have a child," she said. "Simultaneous is what I do."

She went back to the bedroom. He looked at the outline on the desk. The plan was good. It was the right sequence of moves. It required execution that was careful and patient and visible in ways he'd been avoiding, but the time for avoiding was over.

He went to the kitchen and made the eggs with the cheese.

Three days later, Whitmore called.

"The filmmaker," he said. "Priya Nair. I reached her through a legal intermediary in the way we discussed." A pause. "She wants to move. She's been sitting on this piece for eight months waiting for the shell company chain, and the documentation closes it. She says she can have the film published within sixty days."

"Good," Marcus said.

"There's something else." Whitmore's voice shifted into its careful register. "She knows who you are. She doesn't know the material came from you, but she knows the foundation. She's been watching the Price legislation. She called it—" A pause. "She called it 'the most openly targeted piece of anti-community legislation I've seen in twenty years of covering city politics.' Her words."

"She's going to come to the foundation," Marcus said.

"Almost certainly."

"Good." He thought for a moment. "Let her. With appropriate legal preparation, full transparency about my past and the foundation's history. No editing. She gets access and she gets accuracy."

"That's a significant risk."

"It's a calculated one," Marcus said. "The story about Marcus Reid and the Blackwell Community Foundation is going to be told. I'd rather be part of how it's told than react to someone else's version."

"James—"

"Whitmore. I've spent my entire life reacting to the story other people were telling about me. I'm done with that."

A long pause. "Okay," Whitmore said. "I'll facilitate the access."

Marcus hung up. He went to the window of his office and looked out at the Blackwell Projects in the afternoon light. The community center parking lot had six cars in it. The after-school programs were running.

Below, on the sidewalk, a small group of children was walking toward the center with an adult — the Tuesday coding class, from the elementary school partnership. Seven kids, ages nine and ten, carrying backpacks, talking to each other with the animated energy of people going somewhere they wanted to be.

He watched them walk in through the door.
