Rexford couldn't deny that most of what was happening was his fault.
If he had simply waited and let Anne do all the talking and planning, he would have been able to maintain the status quo without leading to the current situation.

Anne's words in front of Elise and Ratna should have remained a secret but Rexford had long planned on dragging the two into his messy affairs.
He had long planned on doing so ever since Ortrun pushed herself against him and made a base within his palace.
With Delilah grabbing his neck with their deal, Ortrun taking over his palace finances- Rexford could only look for other ways to attack.

But the Albertson house was the one that was closest to the imperial family. Most of the empresses, even his own mother, came from the Albertson's.
The reason came down mostly to their ability to consistently produce pure blooded Titan offspring.
Moreover, unlike Titan half bloods from other ducal houses, the Albertson's "human half" made their offspring have shorter lifespans than the rest of the families.
This leads to a quicker "refresh" of blood, preventing extreme inbreeding.
It is also worth noting that they are somehow able to produce pureblooded titans even with highly diluted blood.
Currently, the lowest they could go was a one- one thousandth, nearly nonexistent, yet such offspring, especially female offspring still have a near 70% chance of producing an offspring with pure titan blood.
Though their purity could not match those produced by members of the Royal family and they lack the special abilities that are associated with Titan bloodlines, they still carried the long lifespans of their Titan blood, enough to allow them to live as an empress alongside the emperor.
Elise had shown the position of the Albertson house, her position was not one based on love or desire, it was based on simple loyalty.
On the other hand, the Surati family was quite notable as they came only second to the Albertson's.
Unfortunately, the Surati house had never produced an Empress or a wife for any emperor.
But that was a matter related more to their "belief" than to any "political agenda".
While the Hall Duchy had accumulated power to split from the Empire, or in the past, going as far as to try and subdue the Imperial Family.

After all, the tale of the founder only gave an explanation as to how a "humanoid" being could impregnate a siren who bore a fish's lower half.
It should also be noted that the Siren's with the lower half of a fish did not truly procreate, they, like many fishes simply spilled eggs and sperm into specific areas and those fertilized eggs would hatch to become new sirens.
Only after they obtained titan blood did they obtain the power to procreate and even allowing a few lucky ones among those with fish lower halves had organs that allowed them to conceive.
In the legend, the first emperor had impregnated the first matriarch of the Surati family, and in the same legend, all other noble houses had started with matriarchs. It was only after the Emperor created a law to ensure "Purity without madness" that male heirs were put into power and marriage, especially any form of conception was limited by "Record of Relations".
The system in place within the Empire had a high risk of leading into inbreeding, but the first emperor had already predicted such a thing which led to the monitoring of family trees.
But Rexford only saw it as an extreme version of the pedigree charts used by animal breeders.

Ratna was an extremely special case, her mother was born to a concubine of his grandfather! But according to the chart, their relationship was distant enough as Rexford's father did not share the same mother as Ratna's mother.
That was before the fact that Titan blood had a certain stability to it.
It was a biological cheat that made it possible to create "Cat people", humans with cat ears and tail from a "werecat" , a humanoid cat that looked like a furry!
Rexford could not avoid anyone with "high purity Titan Blood" as their blood inheritance as well as his own could offset the negatives and even bring forth positives.
If anything, Rexford could have used such a method to reject women with impure titan blood but those with "risky" genealogies would immediately be filtered out by the advisors.
All that said, the Surati and Albertson families had been isolated from Rexford due to a combination of a powerful political and mercantile influence pushed forward by Delilah and Ortrun respectively. Along with Rexford's own "isolationist policy".
