Fire fighters and policemen were currently rushing around the disaster area, focused on rescuing as many as they could, hopefully not unaware that there were much more dangerous disasters coming up.
If they were unaware, then by the time they could even get to half the people underneath those piles, a megastorm would've already hit the skies above them.
Anyway, since they were focused on rescue, maintaining order came second, which was what the perfunctory warning was about.
Fortunately, it seemed like the government was aware of the time constraints, so everyone was mobilized to get things done. There was no effort to repair the damaged areas, which was what told them that the people higher up knew what they were doing.
If they tried to fix the roads, the buildings, and the like, it would just be a waste of effort and resources. It was better to use the time to gather as many loose resources and people as they could.
