Chapter 298: Strategic Patience and the Forging of Loyalty
Konohagakure, Hokage Office.
Tsunade, standing behind the Hokage's chair, felt the warmth of Uchiha Akira's hand on her own. She was perplexed by his seemingly nonchalant attitude toward the massive, multi-nation Shinobi Alliance forming against Konoha.
"What exactly do you mean, Akira? Why are you so calm?"
Uchiha Akira released her hand, the gesture intimate but brief, and leaned back in his chair. His expression was calm, his eyes fixed on the ceiling.
"We annexed the Hidden Sand Village. We destroyed their political structure and annexed the entire Land of Wind. We have also assumed control over the entire Kirigakure Division. Effectively, we govern the Land of Rivers."
He ticked off the facts with cold precision. "This means that, in a very short period, Konoha's population base, its land mass, and its military resources have expanded several times over."
"Among these new subjects," Akira continued, his voice hardening, "how many are truly submissive? How many are outwardly compliant but inwardly defiant? And how many still harbor deep resentment, ready to stab us in the back at any moment?"
"Those Hidden Sand Village prisoners, the ninja of the Kirigakure Division, the old nobles and samurai of the annexed lands—all need time to be assimilated. Time to be transformed. Time to truly become a cohesive part of Konoha."
Akira smiled faintly, the expression chillingly pragmatic. "Konoha's belly is currently completely distended."
"Before thoroughly assimilating and solidifying these massive new forces, it is strategically unwise to expand further and wage external war. Taking too big a step now makes it dangerously easy to suffer a catastrophic internal backlash."
Tsunade listened quietly, the logic of the logistics and internal politics undeniable. She secretly agreed with Uchiha Akira's cautious stance. Consolidation must absolutely precede further conquest.
The Illusion of Alliance.
Uchiha Akira paused, letting the silence emphasize the shift in topic, then continued, his voice laced with profound contempt for his enemies.
"What appears to be a powerful, unified Shinobi Alliance—Iwagakure, Kumogakure, Land of Iron, and the lesser nations—in reality, has only so much cohesion."
"Do you truly think the Fourth Raikage, A, that muscle-bound brute, will genuinely listen to the commands of Ōnoki, that ancient, cunning old fox?"
"Conversely, will Ōnoki, at a critical moment when the fighting is hardest, sacrifice Kumogakure forces as cannon fodder to preserve Iwagakure's strength?"
"There is no genuine trust between them at all. Only self-interest."
"This so-called Shinobi Alliance is nothing more than a temporary, makeshift group of rabble, driven and united solely by a paralyzing fear of my actions."
Uchiha Akira's voice was cold, absolute. "What they fear most right now isn't that they can't defeat me."
"What they truly fear is that I will pivot my spearhead, without warning, and attack them! They are terrified of being the next Sunagakure."
"So, don't be misled by their clamoring about 'pincer attacks,' dividing war zones, and consolidating Shinobi Allied Forces..."
"In fact, those are not bugles of attack at all. They are merely defensive postures, put on out of bravado, desperately concealing their deep internal cowardice and their mutual distrust!"
"They are using this grand alliance to send me one message: 'We are united, Hokage-sama! Do not act rashly!'"
Tsunade took a deep breath, trying to calm her turbulent, complicated emotions. This level of cold-blooded strategic assessment was far beyond standard military thinking.
"So, you mean," she summarized, "We do nothing and simply let their Shinobi Allied Forces gather troops on our border, waiting for them to make the first move?"
The Two-Pronged Strategy.
"Of course, we're not doing nothing."
A cold, dangerous glint flashed in Uchiha Akira's eyes. His finger tapped lightly on the table, indicating a rapid increase in activity.
"I will issue immediate orders. Commanding the ANBU and Intelligence Department to send out all available scouts. We must grasp every troop movement, every logistical error, and all intelligence of the Shinobi Alliance."
Tsunade nodded slightly. This was a necessary, standard response. But she knew Akira's plan ran deeper.
Indeed. Uchiha Akira then continued, outlining his radical, multi-phased integration plan.
"Additionally, send a specific order to our existing border garrisons."
"Tell them to get moving. Their primary orders are to aggressively engage."
Tsunade's pupils constricted slightly. "Get moving? You mean... actively attack the Shinobi Allied Forces?"
"No, not an attack. Not yet."
Uchiha Akira shook his head. "It's friction. It's attrition."
"I want our ninja to engage in constant, small-scale, controllable conflicts with the Alliance's frontline forces. Raids. Ambushes. Skirmishes. We will test their readiness and their cohesion, forcing them to commit resources."
Tsunade instantly understood the strategic purpose. "You want to use the Alliance's massive, clumsy army as a whetstone for Konoha's veterans, keeping them sharp?"
"That is one half of the benefit. Now for the other, more crucial half. The loyalty test."
Akira's voice grew colder. "I will select teams, batch after batch, composed entirely of our newly assimilated Hidden Sand and Kirigakure Ninja."
"I will have them enter the border war zone in short, rotational shifts."
"And fight alongside our Konoha-born Jōnin."
Tsunade's breathing suddenly hitched. The sheer ruthlessness of the plan was breathtaking.
"You... you want to use the baptism of battle—of facing death together—to accelerate their integration? To forge their loyalty?"
The Crucible of Loyalty.
"Loyalty isn't spoken in soft words, nor is it slowly cultivated over time," Uchiha Akira's voice was calm and cold.
"It is forged by force. It is earned in the crucible of blood and fire."
"On that battlefield, they will have only one identity—that is, my Konoha Ninja. They will have only one enemy—the Shinobi Alliance formed by Kumogakure and Iwagakure."
Akira's eyes flashed with a promise of brutal efficiency. "Anyone who dares to harbor ill intentions or act outwardly compliant but inwardly defiant on that battlefield won't even need us to act. The enemy's blades will swiftly clear out these impurities for us."
"War has never been a dinner party. To achieve the greatest victory with the smallest cost, one must use the most efficient, ruthless means available."
"Of course, war is only one part of the assimilation process."
Tsunade was stunned. "What is the second half of the integration, Akira?"
"Labor. Necessity. Prosperity."
"We annexed the Land of Rivers and the Land of Wind; the newly acquired land is vast. Such a large territory generates an astronomical number of lucrative, non-combat missions every single day."
"Escorting merchant convoys, mining rare ore, eradicating bandits, building towns... all of these require a massive number of ninja to complete."
"Konoha's existing ninja pool simply can't handle it all. Even if they could, I wouldn't want them to be that exhausted."
Uchiha Akira looked at Tsunade, a cold, powerful satisfaction in his gaze.
"Therefore, I will allocate a large, exclusive portion of these high-value, paid missions to those Hidden Sand and Hidden Mist Ninja who rotate back from the border."
"Giving them something necessary to do, money to earn, and a tangible stake in Konoha's continued prosperity."
Both carrot and stick, war and peace, a complex, two-pronged approach. Within a year, those former enemies would likely genuinely consider themselves part of Konoha.
"I understand..." Tsunade let out a long breath and nodded. "I will coordinate these matters with Shikaku immediately."
"Very good." Uchiha Akira nodded in satisfaction.
Then he pulled Tsunade from behind the chair into his arms, leaning down to lightly kiss her forehead, the gesture a reward and a claiming.
"Now that the foundation is set, let the dogs bark. We are ready."
Kirigakure (Now the Kirigakure Division), Mizukage's Office.
Hours later, the reality of the Shinobi Alliance's formation had reached the Land of Water.
"They're all back," Mei Terumī said, sitting in her Mizukage chair (now effectively the Divisional Commander's seat), a trace of deep fatigue in her voice.
Before her, several travel-worn Hidden Mist ninja—her trusted former scouts—knelt on one knee, their expressions solemn.
"Speak."
The lead scout took a deep breath, his eyes wide with fear and awe. "Reporting, Lord Mizukage, the current Ninja World... is completely different from what we knew."
"The Hidden Sand Village... has been completely annihilated. A total military and political collapse."
Although they had already learned it from Uchiha Akira, when the news was personally confirmed by her subordinates, Mei Terumī and Ao and Chōjūrō beside her still felt their hearts pound uncontrollably.
One of the Five Great Shinobi Villages... just gone!
The scout continued: "The Fifth Hokage Uchiha Akira of Konoha broke through Sunagakure, killed Fourth Kazekage Rasa and the Hidden Sand Village elders. Sunagakure suffered heavy casualties, with only over two thousand prisoners remaining."

"The Raikage and Tsuchikage joining forces... that's the power of two great Ninja Villages! Can Konoha... can Konoha withstand it alone?"
After hearing this, Mei Terumī and Ao exchanged grim glances. Far from being nervous, they both simultaneously breathed a collective sigh of relief.
The immense relief of surviving a disaster instantly surged into their hearts. They had been on the losing side of the initial move. Now, they were on the winning side, safe.
Ao wiped the cold sweat from his forehead, his voice dry. "A bunch of... noisy fools."
Mei Terumī also shook her head with a bitter smile.
"An alliance?"
"They have no idea what kind of terrifying, absolute existence they are about to face! They are just lambs."
Having witnessed Uchiha Akira's god-like power, they knew better than anyone that the so-called Shinobi Alliance was nothing more than a flock of lambs to the slaughter, huddled together, trembling against a power they couldn't comprehend.
"Thankfully..." Mei Terumī murmured to herself, her eyes closing briefly, her ample chest rising and falling sharply with deep relief.
"Thankfully, we made the right choice."
