The sprawling construction site, once barren land, was now a hive of organized, frantic activity. Over a thousand Sunagakure prisoners—the remnants of the defeated army and their civilian companions—labored ceaselessly, transporting heavy stones and lumber.
The ninja who once galloped across bloody battlefields were now reduced to the lowest-tier laborers, their pride ground into the dust.
Doyou, a Chūnin from Sunagakure (and now an overseer), stood on a high mound of rubble. Her clothes were notably cleaner and better fitting than those of her compatriots who were sweating profusely below.
As one of the first Sunagakure Chūnin to voluntarily surrender and be appointed as a direct overseer, she had long grown accustomed to the complex, charged gazes directed her way.
There was deep envy from those who still hated Konoha, pure disdain from those clinging to Suna's pride, and a deep, underlying fear of her power to report them.
Konoha's strategy, designed by Shikaku Nara, was elegantly simple and brutally effective: the carrot and the stick.
They did not abuse the prisoners. They provided ample, nutritious food and clean water, far better than the famine-stricken Suna ever offered. If injured, Konoha's Medical Ninja provided immediate, professional treatment.
But Konoha also used the most direct method to divide the prisoners and shatter their unity.
Those like Doyou—the first batch of 'pragmatists' who completely severed their past allegiance and actively defected—could escape heavy physical labor, were promoted to managers, and enjoyed significantly better living conditions and double food rations.
The strategy was simple, if cruel: Use Sunagakure to manage Sunagakure.
This method precisely dissected the internal, fragile power structure of the Suna prisoners, instantly turning former comrades into rivals and informers.
After Doyou and her small, opportunistic group were promoted, Konoha temporarily stopped accepting new defectors. They declared they needed to "observe the subsequent performance" of the current overseers.
This move made the status of Doyou and others like her incredibly valuable. It became a visible, tangible, and highly desirable temptation hanging over the heads of every laborer.
"Lord Doyou."
A Sunagakure laborer, a former Genin named Kenji, approached her, his back slightly bowed, a fawning, weak smile on his dusty face.
"The stones in East Three District are running out again, My Lady. The construction has stopped. What do you think... should we requisition more?"
"Tell the Seventh Squad responsible for transportation to speed up," Doyou snapped, not even lifting her head from her clipboard. Her voice was icy, devoid of the camaraderie they once shared.
"If today's quota isn't completed before sunset, everyone in the Seventh Squad's barracks will have their dinner ration halved. That includes the children."
"Yes, yes, My Lady!"
The Sunagakure laborer repeatedly agreed, not daring to disobey in the slightest, and quickly trotted off, desperate to relay the order.
Doyou watched his retreating figure with cold, assessing eyes. These fools.
These laborers envied her status, yet they lacked the absolute pragmatism to completely sever their sentimental ties with a Village that no longer existed. They were a bunch of indecisive good-for-nothings.
Just then, a Genin prisoner, ostensibly responsible for clearing nearby rubble, took advantage of a patrolling Uchiha overseer's brief inattention. He quickly approached Doyou.
He lowered his voice to a whisper only the two of them could hear. "My Lady, those few. Toda and his group. They are acting suspiciously near the old irrigation ditch."
This was one of the informants Doyou had secretly developed among the prisoners, securing his loyalty with extra food and small luxuries.
Doyou's eyes narrowed instantly, the change in her expression subtle but predatory.
"Speak. Tell me everything."
"They seem to have hidden a cache of explosive tags that were not surrendered during the initial processing," the spy reported quickly. "They plan to detonate the newly built main load-bearing wall near the central barracks during tonight's shift change to create chaos and attempt a mass escape into the surrounding forest."
The spy immediately lowered his head, picked up his tools again, and silently blended back into the sweating crowd, his debt paid for the day.
Doyou's eyes, focused on the distant ditch, turned cold as ice.
A bunch of suicidal idiots.
Toda was the leader of a few stubborn individuals fiercely loyal to the deceased Kazekage, and he hadn't been peaceful since the day he was captured.
Escape? What an unrealistic fantasy.
Even if they were lucky enough to temporarily escape the heavily patrolled perimeter, they wouldn't be able to escape the clutches of Konoha's specialized pursuit squads, or the ANBU. They would be recaptured and tortured.
Doyou couldn't help but inwardly admire Toda's level of monumental idiocy for still wanting to cause trouble here.

Dozens of Konoha ninja wearing the severe, dark uniform of the Uchiha Guard stood surrounding the plaza, sealing off the entire area. Their Sharingan eyes, active and cold, swept across the frightened prisoners.
The prisoners whispered frantically among themselves, their fear palpable. They didn't know what fatal transgression had occurred.
In the middle of the crowd, the faces of Toda and his two fellow stubborn, defiant individuals turned a ghastly pale.
The plan had been leaked.
One of the men instantly understood. He pointed a trembling, desperate finger at a familiar figure standing quietly beside an imposing Uchiha Jōnin.
"It's her! It's that traitor! DOYOU!" he let out a strangled, desperate roar.
"Doyou! You shameless hussy! You betrayed the Village! You are the disgrace of Sunagakure! You sold us out for extra food!"
However, his desperate, final roar of moral indignation did not elicit any meaningful response from the crowd.
Betrayal?
Sunagakure Village was gone. Their Kage was dead. Their world was ashes. So, where was the betrayal? Here, survival was the only absolute truth.
"Take them away."
The Uchiha Jōnin, a stern man named Ikkaku, waved his hand indifferently, his voice cold and devoid of any warmth.
Swish! Swish! Swish!
Three members of the Guard Team instantly appeared behind the three stubborn individuals.
Without any room for resistance or struggle, the few were immediately subdued, their chakra sealed, and dragged roughly like dead dogs to the front of the assembled line.
"Attention, all prisoners!" the Uchiha Jōnin announced, his voice carrying clearly over the assembly.
"Upon thorough investigation, these three individuals attempted to incite rebellion, sabotage vital Konoha infrastructure, and disrupt the peaceful coexistence between Konoha and Sunagakure."
"Their crimes are unforgivable."
"Today, they will be publicly executed. This serves as a warning to all."
As soon as the chilling words fell.
SHING! Slash!
The glint of a highly polished blade flashed with blinding speed.
Three heads, still bearing expressions of terror and defiance, flew into the air and rolled into the dust.
A wave of palpable shock and visceral fear swept through the plaza. All the prisoners deeply lowered their heads.
All the prisoners trembled with fear at this swift, bloody, uncompromising method. They understood the finality of the new order.
The Uchiha Jōnin's cold gaze slowly swept across the entire scene, settling on the bowed heads.
"Hokage-sama Akira has ordered."
"Those who comply with the new rule will gain new life, prosperity, and a future for their families."
"Those who resist, who attempt to sabotage the new order, will face a swift, absolute dead end."
Then, he looked at Doyou, who stood beside him, her expression calm, her gaze unwavering.
"Doyou."
"You have rendered meritorious service to the new administration by exposing a conspiracy and maintaining Konoha's peace and order."
"Hokage-sama has decided to reward you."
The Jōnin took out a brand new, gleaming metal forehead protector from his ninja pouch, its surface polished to a mirror shine in the sunlight.
On it was the iconic spiral symbol of Konoha Village.
"From today onwards, you are no longer a prisoner of Sunagakure."
"You are Doyou, a newly appointed Chūnin of the Leaf Village."
The Uchiha Jōnin personally handed the forehead protector to Doyou.
These words, even more than the public, brutal beheading just moments ago, shocked the Sunagakure prisoners present to their very core!
To become a Konoha Ninja!
To shed the identity of a prisoner!
This... this was a tangible future. A reward they dared not even dream of!
This woman, Doyou, had actually achieved it!
Doyou took the forehead protector. Her hands did not tremble now. She slowly, deliberately tied it around her forehead, securing the Konoha symbol over her previous allegiance.
The Uchiha Jōnin nodded, satisfied with the powerful psychological impact of the act.
"Doyou will be promoted to the General Supervisor of the Sunagakure Labor Reform Department, leading all overseers and managing the entire construction process."
"At the same time, Konoha will establish the 'Naturalization Assessment Department.' All current overseers, and any future candidates selected, can apply for this assessment. Those who successfully pass will all receive the full, legal identity of a Konoha Ninja."
The Jōnin's final words were cold, absolute, and full of enticing promise. "The opportunity is now before you. The path to a new life is clear."

The Uchiha Jōnin no longer paid attention to the thoroughly agitated crowd below, turning and leaving the plaza with his guard squad.
