The nobles, being the wealthiest, were their highest-priority targets.
Ordinary commoners, on the other hand, were too poor to interest them.
The second type: hidden factions.

In the River Valley Town area, the strongest was the alliance of factions led by Feng Nan. They called themselves the Deserters' Alliance.
The former Strong Fragrance Food Street, along with other black markets, was mostly run by them.
They were the most numerous, but their strength was only average.
Most were Craftsmen or Martial Artists, with a relatively small percentage of Lords.
