The second foundation seal split beneath Benihime, and every punishment clause tied to it began peeling away from the ledgers at once.
Omokagechō caught the rejected contracts before the backlash could reach the women named inside them.
Hundreds of paper strips wrapped around Phryne's arms and torso, each one carrying an order she had signed or enforced.
Phryne ripped one hand free.
The effort tore skin from her wrist, but pain only drove her harder as she pushed herself off the floor and lunged toward Belka.
Aisha struck first.
Her damaged sword drove into Phryne's side, reopening the wound beneath her ribs, while Kaguya cut behind the opposite knee and forced the Level Five's weight sideways.
Phryne caught Aisha by the shoulder and threw her through the remains of a cabinet.
"You keep crawling back no matter how many times I prove that you are weaker than me! Is this really the woman who thinks she can replace Lady Ishtar?"
Aisha hit the floor hard enough to lose her weapon, but she rolled onto one knee before Phryne could follow.
"I'm not trying to replace her! I'm trying to make sure no one like you ever controls this house again!"
Nejibana's water slammed around Phryne's waist and dragged her away from Belka.
Ardi planted the trident against the floor with both hands, holding the current steady while Phryne forced herself forward one step at a time.
"Belka, whatever you're doing, finish it! I can hold her for seconds, not minutes!"
Belka could barely see through the blood running into one eye.
Omokagechō continued feeding her every punishment Phryne had approved, but something beneath those individual contracts had begun pulling at the Zanpakutō.
One deeper connection.
One source.
'Wait a damn minute. These aren't twelve separate systems.'
The remaining foundation stones were linked through a single master contract beneath Ishtar's throne.
Every branch seal, punishment order, transfer clause, and inherited debt drew authority from the same place.
Belka turned toward Sabra.
"The foundation stones are only extensions! There's one contract beneath all of them, and every coercive clause in the Quarter leads back to it!"
Sabra rushed to the damaged sorting board and tore open the central registry.
Her fingers moved through the pages until she found a black sheet sealed in purple wax.
"The Familia Covenant. I have never seen the original, but this copy confirms it. Every debt contract receives authority through Ishtar's personal seal, which means cutting the branches one by one was never necessary!"
Rayleigh looked from the copy to the frozen network beneath the floor.
"If Omokagechō can separate willing agreements from forced ones, Benihime can dismantle the coercive structure at its source."
Belka almost laughed from sheer exhaustion.
"You could have discovered that before I let four hundred women scream through my skull!"
"I was waiting for the Zanpakutō expert to explain her own Shikai."
"I learned its name five minutes ago!"
Phryne roared as Ardi's current forced her back to the floor.
The sound shook dust from the ceiling and ended the argument.
Ishtar stood beside the broken seals, watching Sabra hold the covenant copy as though the paper-carrier had placed a knife against her throat.
"You will put that registry down, Sabra. Whatever anger has taken hold of you tonight, I can still forgive it if you remember who pulled you out of Melen."
Sabra's hands trembled around the page.
"You saved my life, Lady Ishtar, and I spent years believing that meant the rest of it belonged to you. I carried your contracts, buried complaints, and told frightened women that gratitude required obedience because admitting the truth would have forced me to look at what I had become."
Her voice broke, but she did not lower the registry.
"I will be grateful for the night you saved me until the day I die. You do not own any day after it!"
Ishtar's divine pressure struck the room.
Several Amazons near the stairs dropped to one knee, while others reached for the walls to remain standing.
Belka tightened both hands around Omokagechō.
The Zanpakutō's paper strips spread across the archive, touching every ledger and separating the names according to their own choices.
Women who wanted to leave pulled toward the streets.
Those who wished to remain without coercive debt stayed connected to the houses.
Anyone who had not decided remained untouched.
The central registry began changing.
Black clauses lifted from the pages and gathered around Omokagechō, while genuine wage agreements, room leases, and voluntary work contracts remained inside the books.
Belka's breathing caught.
"I have them! Every forced debt, punishment extension, ownership transfer, and inherited obligation is separated from the willing agreements!"
Rayleigh raised Benihime.
"Keep them apart."
Ishtar stepped between him and the opening beneath the floor.
"You will destroy the only structure keeping this Quarter alive! Do you think the Guild will feed these women? Do you think merchants will respect contracts once my name is gone? Every enemy I kept outside will enter the moment you cut that seal!"
Aisha pushed herself out of the broken cabinet and retrieved her sword.
"Then we will fight them without chains around our own people! Stop pretending fear of tomorrow gives you the right to own everyone today!"
Ishtar turned toward the Amazons gathered near the stairs.
"You heard her! Aisha offers you poverty, enemies, and chaos because one blacksmith made rebellion sound noble. I gave you strength, shelter, and a name that forced Orario to respect you! Are you truly willing to throw all of that away?"
Several women lowered their eyes.
None raised a weapon for her.
Aisha walked to the front of the crowd with blood covering one side of her face.
"You gave us a home, and many of us loved you for it. Then you made certain we could never leave without losing everything, because love freely given was never enough for you!"
Her voice filled the archive.
"I am not asking anyone to forget what Ishtar gave us. I am asking whether gratitude is worth another girl being carried into Phryne's room while we pretend we heard nothing!"
An Amazon near the stairs removed Ishtar's golden chain from her neck and dropped it.
Another followed.
The sound of metal striking stone spread through the room until dozens of chains lay across the floor.
Ishtar stared at them.
Phryne saw the same rejection and fought Nejibana's current with renewed fury.
"You useless cowards! Lady Ishtar does not need servants who turn on her the moment an outsider offers them an easier life!"
Aisha's expression hardened.
"No one offered us an easier life. Rayleigh offered us the right to ruin it ourselves instead of letting you ruin it for us."
Phryne tore one leg free from the water.
Kaguya drove her blade through the fabric beside Phryne's ankle and pinned it to the floor, while Aisha struck the side of her head with the hilt of her sword.
The blow staggered her.
Rayleigh moved before she recovered.
Benihime's crimson light spread across Phryne's shoulders, hips, and knees, sinking through muscle without cutting the skin.
Phryne froze.
Her body remained powerful, but the different parts no longer worked together.
When she tried to rise, one leg pushed while the other locked, and both arms failed to support her weight.
She crashed onto her side.
"What did you do to me?! Fix it!"
Rayleigh withdrew Benihime.
"I changed how your muscles transfer force. You still have all your strength, but you cannot use enough of it at once to hurt anyone."
Phryne tried again.
Her limbs jerked uselessly against the paper and water holding her down.
"No! I am Level Five! I am the strongest woman in this Familia!"
Aisha placed one boot against her wrist.
"You were."
Rayleigh turned toward the opening beneath the floor.
Omokagechō's rejected contracts followed him, forming a white stream filled with names and black ink.
Ishtar's composure finally broke.
"You will stop! I forbid every child of my Familia from assisting him, and anyone who disobeys will lose my blessing before she takes another breath!"
Aisha looked around the archive.
No one moved to stop Rayleigh.
Belka tightened Omokagechō's connection to the central covenant.
"The forced contracts are separated! Cut the source before she changes anything!"
Rayleigh dropped into the vault.
A crimson flash filled the darkness beneath the archive, followed by one clean strike that carried through every foundation stone at once.
The Pleasure Quarter shook.
Black seals cracked across the walls, the floors, and the doors of every house bearing Ishtar's crest.
Ownership contracts tore themselves apart.
Punishment debts vanished.
Transfer clauses burned into ash.
The central covenant rose through the opening in two severed halves and landed at Ishtar's feet.
Rayleigh climbed back into the archive.
"There is nothing left for your Familia to own."
Ishtar stared at the ruined covenant, then raised her eyes toward him with naked hatred.
"You destroyed my contracts. You have not destroyed me."
Rayleigh rested Benihime against his shoulder.
"That comes next."
