The soft chime of the bell echoed through the council room.
Serena Veylan, tall, composed, and impeccably dressed in a dark tailored suit with polished black pumps, leaned forward and pressed the bell with deliberate calm.
Her chair detached smoothly and rose to the central platform, gliding into perfect alignment.
Serena stepped off, posture flawless—shoulders back, chin high, presence commanding without needing words.
"Greetings," she said, voice courteous but edged with quiet authority.
"My name is Serena Veylan. I serve as Director of Global Population Stabilization and Oversight, with over fifteen years managing international population recovery initiatives. I have led multiple successful interventions recognized by both national and international bodies and have received commendations for maintaining stability under crisis conditions. I am here to provide perspective on the Male Protection Act grounded in both oversight and practical experience."
Her gaze swept the room, settling briefly on the opposition side.
"I trust everyone is ready to proceed with clarity, because clarity is what this discussion requires."
Her eyes softened slightly, a faint smirk tugging at her lips as she continued.
"The argument that the Male Protection Act places undue power in the hands of a single family misunderstands responsibility and contribution."
Her hands rested lightly on the edge of the platform, deliberate in every movement.
"This system was originally a multi-government initiative. When crisis struck, many withdrew. The Piao family stayed. That commitment does not equal illegitimate control. It is responsibility."
Her voice grew firm and deliberate.
"You say no single bloodline should control the future of all bloodlines. I ask: who stayed when the global population infrastructure collapsed? Who continued the work no government could finish? Commitment is not privilege. It is action. And it is measurable, documented, and ongoing."
Serena paused briefly, letting the words settle across the room.
"The Male Protection Act is not a tool of private domination. It is a mechanism of stability. It operates transparently, with public records, oversight by multiple agencies, and adherence to principles that prevent misuse. Authority without responsibility is meaningless. Responsibility without action is dangerous. This is not about a family's bloodline—it is about results."
She tilted her head slightly, eyes scanning the opposition members with a calm, confident smile.
"If your objection is control without contribution, then the question is simple: the Piao family did not take authority—they maintained it when others chose convenience over duty."
Serena stepped back onto her hover chair, which carried her smoothly along the invisible path back to her original seat.
The low hum faded as she touched down, poised and unshaken.
The room exhaled in silence, each council member registering the precision and calm of her delivery.
Serena returned to her seat, composed, self-assured, and fully in control of her presence.
