After a long, heavy silence, Captain America finally gave a firm nod.
"Perhaps Director Fury's intentions were good, but I truly cannot agree with some of his methods and his style of conduct."
Hearing this, Peter smiled with satisfaction. He patted Steve's shoulder and pulled him down to sit beside him.
"Then do you think I'll be a worse Director than he was?"
Steve looked at Peter's youthful face, which was radiating absolute confidence. After a moment, he shook his head. In his eyes, while Peter was unconventional and far from a "gentleman," he wasn't a man of malice or hidden agendas.
"Exactly," Peter said, spreading his hands. "You don't agree with the 'Nick Fury.' At the same time, I'm clearly not going to be worse than him... so what are you still worried about?"
Steve opened his mouth, sensing there was a flaw in that logic somewhere, but he couldn't quite find the words to articulate it. Finally, he could only mutter, "Perhaps you're right," while silently resolving to talk to Peter about Fury again once things had calmed down.
Peter caught the look of lingering worry and chuckled inwardly. Oh, Captain... just wait until I start pulling the Hydra agents out of the S.H.I.E.L.D. woodwork. We'll see if you're still defending Fury then.
Wanting to fully pivot Steve's focus and tie Tony permanently to his cause, Peter continued:
"Speaking of which, as a new official, I need to show some results. I'm planning a major project—gathering talented individuals into an official hero organization specifically designed to handle crises like tonight."
"I'm calling it... The Avengers!"
If Nick Fury had been in the cabin, he would have likely popped a vein. Those are my lines, you brat!
Tony glanced at the sleeping Banner and nodded solemnly. "If you'd asked me before tonight, I would've said you're overthinking it.
But now? I'm 100% in. This world has spiraled out of control. To keep the peace, we need power capable of facing the unknown."
Steve nodded in agreement. "If you need me, just say the word. I think my experience on the battlefield can be of use."
This was exactly what Peter wanted. He slammed his hand down on the armrest. "Great! Since everyone's on board, I'll take the burden of being the Avengers' Captain. Tony, you'll be our Technical Consultant, and Steve, you'll be our Strategic Consultant!"
Neither man had any objections. Peter watched the two of them—who were still strangers but clearly trying to find common ground for the sake of future cooperation—and a smile played on his lips.
In the original films, the "Civil War" happened because the Avengers weren't a unified front; they were split into Team Cap and Team Tony.
Any external pressure caused the team to fracture along those lines. But now, with Peter holding absolute power and acting as the "glue" for the entire team, he didn't have to worry about internal divisions.
The transport, boosted by Wheel of Fortune, was incredibly fast. By the time Peter, Tony, and Steve had finalized the Avengers' structure, they had arrived at S.H.I.E.L.D. Headquarters in D.C.
As soon as they landed, Peter saw three familiar faces: Phil Coulson, Maria Hill, and Natasha Romanoff.
The three had already received word of the Brooklyn incident and the President's emergency appointment via internal channels. Consequently, the way they looked at Peter was a mix of shock, wariness, and profound confusion.
"Long time no see—Agent Coulson, Agent Hill, and... Agent Romanoff," Peter greeted them with a smile.
"Long time no see, Pete—Director," Coulson replied, instinctively smiling before snapping to a formal agent's stance. Hill and Natasha followed suit, nodding with professional respect.
Peter's gaze swept over them as he got straight to the point.
"As of today, I am taking over S.H.I.E.L.D. Here are my first orders."
"First, the New York branch is being promoted to S.H.I.E.L.D. Global Headquarters. I will be personally based there."
"As for D.C., Agent Coulson, you'll be in charge here. Also, as of today, you are the Deputy Director of S.H.I.E.L.D."
"Huh?!" Coulson's mouth fell into a perfect 'O' shape. Talk about a promotion! Who knew waking up today would end with me as Deputy Director?
Peter didn't linger on Coulson's shock. He turned to Maria Hill, his gaze moving with a mix of scrutiny and appreciation. Hill looked much like her film counterpart but with an even sharper, more refined edge—the ultimate cold, high-level executive.
"Agent Hill, you will serve as my Chief Secretary. You'll be responsible for reporting directly to me on everything Deputy Director Coulson can't handle."
"Understood, Director," Hill replied without a second of hesitation, though her mind was racing. It was a massive leap, but she wasn't yet sure if this young man would be a better leader than Nick Fury.
Natasha's expression was even more subtle. She had assumed the role of personal secretary would go to her, given her history with Peter. But it made sense—she was still only a Level 7 agent, a step away from the Level 8 core.
Just as she was thinking this, Peter called her name.
"Agent Romanoff."
"Director," the Black Widow stepped forward.
"You'll be taking over Phil's previous duties. You'll be by my side to handle field operations and coordinate agent assignments globally."
A flash of surprise crossed Natasha's face, but she nodded dutifully. "Yes, Director."
"Alright, that's all for now. Phil, take Tony and show him the tech facilities. Cap, please help Betty and Dr. Banner get settled, then talk to Natasha and Agent Barton about the Avengers initiative. Secretary Hill... you're with me."
Peter had come to S.H.I.E.L.D. to do three things: bring justice, justice, and more damn justice. Since Coulson and Natasha had already received the "blessing" of the Horse Talisman's healing, he intended to give Hill her "benefits" while he had her help him crack open the "Nick fury's" multi-layered, encrypted core database.
