Who didn't know that Piltover, the World's Throat, was a place even more tolerant than Ionia?
They were a global harbor, while Ionia possessed vast lands and a great population.
Of course Ionia was stronger than the Twin Cities, and by quite a lot.
After all, Ionia had truly resisted Noxus's invasion. But without Caleb, whether Noxus could take the Twin Cities was really only a question of whether it wanted to.
Back then, the council's leading figure had been Mel, the daughter of a Noxian warlord.
As a harbor with friendly relations with Noxus, Piltover could provide plenty of convenience to Noxus while the port prospered.
But after Caleb rose to power, those reasons why Noxus did not attack Piltover all turned into factors unfavorable to Noxus.
Zaun, the city that Piltover had once used to dump its waste, rose with overwhelming force after one Harrowing, then went on to influence every decision made by the "World's Throat."

Sett asked Caleb in a low voice.
What the Shadow Order did could hardly be called open and honorable. After all, even now, they were still locked in constant conflict with Ionia's largest order, the Kinkou Order.
So Sett, the underground boxing king, being able to learn information about Kayn was actually a reasonable route.
"Also, there should still be a Darkin inside one of Ionia's temples."
The Vastayashai'rei had once participated in the war to protect all of Ionia, and their enemies back then had not been weak either.
So Caleb had no intention of being polite to a hybrid like Sett.
After all, Sett's Piltover University diploma still had to be faked by Caleb himself.
Caleb guessed that if he asked Heimerdinger for something like that, the man would build a giant turret without another word and fire it straight at him.
So he would have to go around that stubborn little old man and give Sett's mother a surprise.
Caleb thought for a moment, then decided to vent his frustration on Yuumi first.
After all, Kai'Sa was not by his side right now. Before this, he could still use her to persuade those two Darkin.
Now he could only rely on his own trash talk.
But still, he had two World Runes in his hands.
Ionia's dazzling world could easily tempt the eye. If those two Darkin really pushed their luck, Caleb would not mind beating them up.
Darkin relied on blood magic to construct their bodies anyway. The bodies they had once possessed as Ascended had long since been corrupted by the Void.
So even if Caleb beat their bodies to pieces, as long as their weapons still remained, he could take them back to Xolaani and have her reconstruct new bodies for them.

During Sion's earlier charge, when Irelia was sent crashing away, it had been Karma, Ionia's current Enlightened One, who protected Irelia.
And it had been Kennen, darting through the crowd like lightning, who shocked Sion until he was charred on the outside and tender on the inside.
Although under the effects of blood magic, Sion switched to fighting with his fists and went completely berserk, the gathered Ionian people ultimately drove away the well-equipped Noxian invaders.
Although a small portion of Ionia's homeland had now become Noxian territory, in that long, drawn-out war, the Ionians, who had originally advocated peace and then been forced into a panicked response, had finally earned a victory of their own.
Caleb ran toward the place where the two were rumored to be fighting. Sure enough, before he had fully entered the battlefield, an arrow shot toward him at high speed.

Rhaast was always ready to seize Kayn's body, while Varus was currently still fighting two hunters for control over his own.
But the moment they heard that the royal family had been revived, the two of them took full control of their bodies almost instantly.
"Is that true?" they asked in unison.
