That's right, the purpose of Caelus using the Memory Crystal was actually to summon God.
And the reason for summoning Nyarlathotep was mainly to give her that book, and incidentally to have her help deal with the enemies he might have to face directly.

People who have been oppressed, weak, and pathetic their whole lives can ascend to Heaven, enjoy eternal beautiful dreams within it, and sleep in a quiet and peaceful world. Meanwhile, evildoers who chose to bully the weak will sink into Hell, experiencing what they once did to others and consuming the bitter fruits they once planted."
After listening, God said, "You should know that my teachings do not allow suicide. Human life is precious and should not be given up lightly."
"However, there is too much suffering in this world, too much pain. Hope is too dim, and despair is everywhere, so it is indeed understandable that some people give up their lives because of this. I will not help you, but I agree."
Caelus nodded. At this moment, there were no more hidden dangers. He took out the core remaining from the apple of the Garden of Eden he had eaten and threw it into the pitch-black sun below.
The instinct of all living beings to pursue goodness stimulated the core to begin growing, and all energy began to help the core take root and sprout.
