The most outstanding talents from the University Alliance Training Camp will become the future leaders of major regions and organizations. Those with slightly less outstanding Talent, the next tier down, will become the pillars of the major military districts. And the tier below that will be absorbed by the various universities.
Finally, for those who don't get into the University Alliance Training Camp, we still have the college entrance exams to select supplementary personnel for various positions needed throughout the Blue Star Federation.
