The special police officers were baffled. If the goal was to capture escaped wild animals, they should have been heading to the West City District or spreading out toward the northwestern and southwestern suburbs. After all, only a minority of the animals—about one-third—had fled into the city. Most had scattered into the suburbs, some even making it to the forests.
It was likely some would never be recovered without help from the public.
But now, their superiors had ordered them to assemble in the Southeast City District, conducting a thorough search along the way and keeping an eye out for any suspicious signs.
Furthermore, the initial orders were just to use tranquilizer guns, sedate the beasts, and transport them back in iron cages. Now, the directive was to be fully armed.
