The Outer Heaven was not a realm.
He understood this in the first moments of existing inside it, before any feature of the space had resolved, before the realized expression's complete identification had extended far enough to find the character of what he was standing in.
The Middle Domain had been a realm, a space with content distributed through it and a native character that the content expressed through and a relationship to the tiers below and above it. The contact zone had been a tier organized around the relationship between the Heavenly Dao's framework's inside and outside modes. The Celestial Realm had been the repository and expression of that relationship's highest function.
The Outer Heaven was not organized around a relationship between things inside it.
It was organized around what had not yet become anything.
