The familiar surge of power slammed into Rasa's body again. His physique strengthened. His chakra reserves exploded upward.

"Thirty percent bloodline concentration."
Rasa felt a qualitative shift in his eyes.
"New ability unlocked."
"Byakugan: Pressure."
"Releases overwhelming pressure through the Byakugan that intimidates everyone nearby. If the target's willpower isn't strong enough, they'll pass out on the spot."
"Looks like this is the same ability Kaguya once showed. Basically the ninja world version of Conqueror's Haki. With this, human wave tactics just became a lot less effective against me."
Rasa spent a few minutes feeling out the changes in his body, then sat back down.
"Time to create the seventh rumor. What angle should I use? Something tied to the Leaf that'll grab everyone's attention… something that's already happened."
A sudden thought hit him.
"Isn't this gift-wrapped right in front of me?"
"Jiraiya."
"For years he stayed away from the Leaf. Then suddenly Hiruzen drags him back. The second he shows up he ends up crippled in a fight against me—loses an arm and both legs. Probably won't even be able to function as a ninja anymore."
"In the rumor I can say Hiruzen fed me the intel on Jiraiya's return and basically handed him over so I could take him out. Hiruzen wanted Jiraiya gone because he was afraid he'd speak up for Minato and threaten the Hokage seat."
Rasa's eyes lit up.
"And since I was one of the people actually there, I can 'cooperate' and make the rumor spread like wildfire. Even if Jiraiya comes out and denies everything himself, people are still going to talk. Especially after the previous rumors that Hiruzen murdered Minato and the White Fang."

Konoha.
Two disguised figures appeared in a town just outside the village. One was Zetsu. The other was Kakashi.
Obito's plan to transplant Hashirama cells into Kakashi had failed, but Sasori had removed them in time before Kakashi turned into a vegetable. The multi-day coma had been because of that. After the Sharingan was removed, Pain hadn't stored it in the Akatsuki's core vault like promised. He'd handed it straight to Obito instead.
Obito had transplanted it back into his own eye socket.
Now he had perfect dual Kamui.
"Pupil power massively increased."
"Teleport speed massively increased."
"And I can use Susanoo with both eyes active."
Obito's face lit up with excitement. "The stronger I get, the higher the success rate of the Eye of the Moon Plan. Rin… just wait a little longer."
Then his thoughts drifted to Kakashi.
"Kakashi's too weak right now. That level of strength won't help the plan at all. If he could reach the level the White Fang had back in the day, then he'd actually be useful. I went from dead-last to genius while Kakashi went from genius to dead-last inside Akatsuki. How ironic."
Obito shook his head and refocused on the present.
Kakashi heard plenty of people talking about him. This close to the Leaf, the public opinion was heavily controlled.
"Sunagakure is disgusting. They're openly spreading lies."
"Kakashi is literally walking around the village and they're still claiming he was forced out and they used some fake for that interview. It's too much!"
One person offered his theory. "I think Sunagakure is trying to provoke the Leaf on purpose. They want war. The Leaf has way too many resources and Sunagakure is too poor. Now that Rasa and his village have gotten this strong, they're eyeing the Leaf like hungry wolves."
The guy across from him nodded. "Still… Rasa really is that strong. Even Lord Jiraiya couldn't beat him. No question he's the number one shinobi in the world right now. Crazy that someone this talented came out of such a barren desert. And those Devil Fruits? Only showing up in Sunagakure? Their luck is ridiculous."
Kakashi's face darkened.
"Hiruzen Sarutobi…"
Meanwhile, Hiruzen's mood had actually improved a little. No matter what people outside the Land of Fire thought, inside the Fire Country, inside Konoha, and in the surrounding areas, the narrative was back under control. Almost nobody knew what the Cloud delegation had really done. They'd walked away with a pair of Byakugan while the Leaf quietly handed over Hizashi's body and another pair of eyes on top of it. Only the Hyuga clan was truly grieving. Almost no one outside the clan even knew Cloud had gotten the Byakugan.
"Cloud Village is finally dealt with."
Hiruzen took a sip of tea. "Sunagakure, though… they're only going to get worse. If we could leak intel about the Devil Fruits and the Sun Disks, the other villages might finally move against them. Hopefully Yakushi Nono comes through with something useful. Otherwise Sunagakure is going to be a long-term headache. Rasa's hatred for the Leaf runs way too deep."
He set the cup down. "And inside the village… Jiraiya's crippled, Danzo won't listen, Homura and Koharu are useless. I have fewer and fewer people I can actually rely on. The younger generation isn't growing up fast enough either."
A worried look crossed Hiruzen's face. "At least Shinosuke is working hard. Hopefully in a few years he'll be strong enough to stand on his own."
Hiruzen had thought the Leaf might finally get a moment of peace. He was wrong.
A brand-new rumor storm suddenly exploded across the entire village.
"Did you hear? Lord Jiraiya only lost to Rasa because someone inside the village sold his intel to Sunagakure. They were afraid he'd speak up for Lord Minato and threaten the Hokage seat."
The person listening immediately understood. "You're saying the one who sold Lord Jiraiya out… was Lord Hokage?"
The conversation hit Hiruzen like a kunai to the brain. His vision went black for a second.
"Who the hell is spreading this shit again?!"
