Holding the oblivious infants—who instinctively nestled against her—Kaguya lifted her gaze toward the distant smoke rising from battlefields.

She saw clearly: harsh deterrence held limited power over those trapped in desperation.
Black Zetsu hesitated. "Then… what do you propose, Mother?"
Kaguya's gaze fell upon distant figures killing one another over scraps of food and shelter.

"Could they be… trained into soldiers?"
Black Zetsu paused—then quickly grasped her meaning.
"Mother, you wish to form an army? One that obeys you completely… one capable of maintaining order?"
Kaguya did not answer directly.
Instead, she lifted her eyes toward the sky again—toward the unseen depths from which her clan might descend at any moment.
"I do not know whether it will help," she murmured, more to herself than to Black Zetsu. "But even a small measure of controlled strength… even one additional barrier… is better than waiting passively, disturbed by meaningless turmoil."
"And Hagoromo and Hamura require a peaceful environment to grow."
"I understand!" Black Zetsu declared immediately, voice brimming with loyalty. "Mother, I will assist you with everything. Whatever you wish."
Having resolved herself, Kaguya hesitated no longer.
She entrusted the two infants temporarily to Black Zetsu and once again stepped beyond the God Tree's protection—into the blood-soaked mortal world.
What followed unfolded like an epic in fast-forward.
With power utterly beyond mortal comprehension, Kaguya swiftly quelled the wars throughout the Land of Ancestors and neighboring regions.
Those who resisted were erased like dust.
Scattered armies were forcibly unified under her authority.
She did not claim the throne herself.
Instead, she installed a compliant proxy as the new daimyō—while true power and reverence rested entirely with her.
Under her inhuman might and cold gaze, none dared defy her.
They submitted.
But this was only the beginning.
Kaguya soon realized that local stability could not shield her domain from distant wars and waves of refugees spilling in from afar.
Her brows furrowed once more.
