The title "Regent of the First Civilization Cosmic Country" provided four types of authority.
As the "Regent," Shi Ming could use these four types of authority to design a new framework for the Cosmic Country before its official reappearance, allowing it to be unveiled to the Star Sea with a completely new identity.
This framework could not contradict the one previously established by the gods, nor the fundamental operational principles of a Cosmic Country.
However, even within these constraints, Shi Ming still had plenty of room for improvement.
For example:
1. Change the exchange rate between Cosmic Crystals and Civilization Stones;
2. Establish some new rules for the Cosmic Country;
3. Create some A-rank to K-rank mortal titles, adding them to the Divine Treasure Vault to encourage spending and earn Civilization Stones;
4. As the Regent, issue brand-new commissions to slowly bring this lifeless Star Domain back to life;
