"Mr. Enel." Riku knew Cyrus wouldn't stay in Dressrosa forever and would send a replacement.
"No need to be polite. I'll be the one protecting you. You can call me God Enel," the skypiean replied.
"Ahem!" Cyrus coughed from his seat, hearing Enel's arrogant tone.
Enel flinched.
"Well, just call me Enel. If any pirates or troublemakers show up, just come to me. I'll take care of it." Enel puffed his chest out, clearly showing that Cyrus's earlier pep talk had been effective.

"Mr. Cyrus?" Hearing these bold claims, Riku looked at the Guild Master in surprise.
Although he knew the people Cyrus employed weren't weak, this tone was incredibly arrogant, and the man didn't seem easy to get along with.
"Don't worry, Enel is quite reliable," Cyrus reassured with a smile, understanding Riku's hesitation.
"Of course, I... am very reliable." Enel habitually displayed his arrogance in front of outsiders, remembering Cyrus was present just a second too late.

"Yes," Riku nodded, pulling out a thick stack of wanted posters and walking over.
Cyrus gestured to Enel, who stared blankly for a second before realizing he was supposed to take them.

"These pirates landed in Dressrosa and were turned into toys by Sugar. After you neutralized her ability, these people haven't made any major moves because of your presence. They all seem to be waiting for an opportunity to leave quietly," Riku explained, watching Enel flip through the bounties.
Truthfully, Riku believed it would be best to just let these pirates leave.
There were many of them, including several major players with bounties over a hundred million.
If so many powerful pirates had joined forces instead of being turned into toys, even Doflamingo might have struggled. When facing such a massive force, it was best to avoid conflict.
