The left section was for the Daimyo and nobles of the countries participating in these Chunin Exams. The Daimyo of the Land of Fire did not come, with Prince Li Chuan leading the delegation. The Daimyo of the Land of Wind also did not come, nor did any nobles of slightly higher status.
The Daimyo of the Land of Grass and Land of Waterfall did come, but due to their small size, their presence was minimal.

So, upon learning that an unknown Ninja had entered Konoha's classified document vault amidst the confusion, he immediately rushed there himself with his two most capable subordinates.
"That depends on your skill."
