In the anime, Anabel was a Frontier Brain (Battle Tower) and later an International Police officer. She specialized in Psychic types.

"Li Yuan, you're in there, right? Stop playing. Ask the Champion to come out. Big trouble," Jenny (Lan), as one of Li Yuan's women, had risen in rank with Mother Li's promotion. She now managed Pokémon security for the province.
Since Celestic Town was on the provincial border, it fell under her jurisdiction. Facing a crisis, she naturally sought Cynthia's help.
"Sister Jenny, you haven't visited me in so long. Finally here, and you look for someone else? Can't Little Brother satisfy you~?" Li Yuan poked his head out the window, speaking to Anabel and Elesa's weird looks.

Zapdos had a population. Although "Secondary Legendary," their rarity might rival Pseudo-Legendaries.
But one special Zapdos elevated the species' status—the one controlling the Authority of Thunder. Its strength approached a Primary Legendary (First-tier God).
"That's the one. We found its feather. The energy level is high," Jenny signaled Elesa. Elesa opened a box revealing a golden feather crackling with lightning.
This feather was no ordinary item. It held Zapdos's divine power, equivalent to a Legendary item. Like the Light Ball, it likely doubled Electric-type move power.
This was linked to the energy level. If ordinary Pokémon had energy level 1, Legendaries had at least 2.
The same move used by a Legendary was naturally twice as powerful. That's why Legendaries were fierce.
If it was the Zapdos with Divine Authority, it was big trouble.
If not driven away, even if it did nothing, the thunderstorm would eventually destroy Celestic Town.
"If it's Him, it's troublesome. But Legendaries usually avoid human society. Why come here?" Li Yuan asked. He couldn't fight a Legendary yet. Even Cynthia might not win. How to drive it away?
