To create the new Rewind Metac, he will need some law fragments and some lifespan. These are things he would be able to do with a divine body and a Life Fire.


For now, he can't remake the Rewind Metac. He can't make any Divine Metac since he is dead. But once he bounces back to his feet as a living being, this is a problem that can be fixed.


The problem with this situation is that the Rewind Metac had been destroyed altogether. It should have been nearly impossible for his reincarnation to die since they can rewind time.
