Loki thought that someone who had risen to their level of power by forcing people to surrender their Cave Heavens and taking control of their lives would know better than to do something like giving up their freedom. Especially when the power that he gained didn't seem to be worth it.
He truly wanted to know what Money Body was thinking. But Money Body didn't answer his question.
Instead, the human dragon said to him, "I am surprised and confused by you. I don't understand why you're so strong."
Then he shook his head and said, "But it doesn't matter anymore."
