Forced Exchange's eyes had become bloodshot by the time Loki was done speaking. He wanted to eat Loki whole, but he refrained from doing anything that could jeopardize his life.
Since he was running out of time to make a decision, he quickly relayed the conversation he had just had with Gold Body to Money Body.
When Money Body heard what Loki said, his eyes lit up as he said, "He is bluffing."
Forced Exchange didn't agree with this statement, so he, "He didn't sound like he was bluffing."
He spoke cautiously so as not to offend Money Body. But Money Body was still displeased that Forced Exchange thought that he could be wrong.
