He can only see how many Divine Positions a pathway has based on the number of stars in the divine constellation that he can see. He can't tell how many divine beings the Divine Positions have from the way the stars appear.
However, he knows that the number of Divine Positions doesn't equal the number of divine beings because a divine being can have more than one Divine Position, and some Divine Positions can be empty because the divine being that used to be there is permanently dead or temporarily absent.
This is why he can't tell exactly how strong a pathway is. But generally, he can tell that the people of the Nexus of Truth sect aren't doing so well because they have the least amount of divine position.
He found this to be counterintuitive since the Nexus of Truth sect is the only one out of the five sects that actively helps its disciples to become divine beings.
