Fenrir understood what they were saying, but Fenrir wasn't particularly interested in what they had to say. Fenrir only saw food and proceeded to do what it does when it sees food.
The puppies all opened their mouths to engulf every police officer who approached them. They didn't care if the police officer was a woman or a man. They didn't care if the police officer was a rank 3 cultivator or a rank 5 cultivator.
They also didn't care if the police officers came in a group of 3 or a group of 10. In fact, the more there were for them, the merrier it was for Fenrir.
Fenrir ate everything that was in front of it and was within reach. So very soon, the police officers joined the thong of people fleeing for their lives.
With the police officers failing to do their jobs, the inhabitants of the city lost all of their hope and any last trace of expectation of being saved. The resistance of the entire city collapsed even without any fighting, and the entire city became a scene of carnage.
