But the problem is, Flame Emperor Galukasa clearly has simpler, less risky ways to contend for the position of Heaven's Chosen Ruler.
He has no need to make an enemy of the entire world all at once.
So, I can provisionally conclude that Flame Emperor Galukasa doesn't want to become the Heaven's Chosen Ruler himself.
In that case, under the premise that the Gulad Empire is intentionally losing its wars, the beneficiaries would be the Evil God Believers hiding in the shadows. They could use the mutually destructive wars between nations to secretly recruit followers and increase the overall strength of the Evil God Faction.
But Flame Emperor Galukasa doesn't seem like one of the Evil God Believers.
There's no reason for him to help these Evil God Believers profit.
