Tom, a Bull-Horned Fish-Man, was a good friend of Pirate King Roger. He had once helped Roger build a sea vessel.
Twelve years ago, Roger was publicly executed. After his death, the World Government immediately began to hunt down Roger's former remnants.
Tom was one of the targets. Of course, this was the official reason. In reality, the World Government was after the blueprints this person held.
However, at that time, Tom proposed the idea of the Sea Train, which earned him a 10-year reprieve.
