"Devil Fruit users?" Vladimir nodded.
Conqueror's Haki would have a hard time detecting him. If he hid in the shadows, even top-tier Conqueror's Haki would struggle to perceive him, unless it was the power to hear all things, which might allow for a slight detection.
Aside from that, it would have to be some very special Devil Fruit ability.
"Shadow Fiend, what is your purpose in infiltrating the Holy Land?" the bald Five Elder asked coldly. "Is it assassination again?"

Seeing this, Vladimir chuckled and said, "Since you understand, that's for the best. How about this…"

The next moment, a plump figure descended from the sky, landing right in front of Vladimir.
