Hiruzen Sarutobi looked upon the Sand's academy system with immense longing. He envied Shiraishi's boldness and the Sand's vast treasury that could fund such an expensive long-term investment.
While other villages attempted to copy the Sand's model—specifically the scientific ninja tools and specialized disciplines—none could match the scale.
The Hidden Cloud, increasingly impoverished by the Sand's economic warfare, was even forced to begin demobilizing its army to stay afloat.
In this timeline, with the Cloud and Leaf maintaining closer ties, the "Hyuga Affair" involving the kidnapping of Hinata never occurred.
